During a routine inspection

People that we spoke with were complimentary and satisfied with the care and support they received from the agency. People told us that the care staff worked in a respectful way that promoted their dignity and respect at all times. People using the agency felt that their views and any concerns were listened to and properly dealt with by the agency's management team.

A range of care and support was provided to ensure that people's needs were being met. There was evidence of people's agreement and involvement in the planning of their care and support. However improvements were needed regarding the reviewing and amending of some care plans to ensure that information about people's needs was

Staff were trained and monitored regarding their administration of people's medication. Staff told us they were aware of their responsibilities when recording medication that they had given or prompted people to take.

The agency had an efficient recruitment procedure in place so that only staff who were suitable to work with vulnerable people were employed.

The agency had an effective complaints procedure in place so that people and their relatives could have any concerns appropriately dealt with

During a routine inspection

People who we spoke with and their relatives told us they were satisfied with the care and support that was being provided. One person commented that, 'The carers do whatever is needed.' People told us that they felt involved in their care and support arrangements and that their views and concerns were listened to and properly dealt with.

Care and support was well coordinated and care planning documentation showed peoples' preferences and details of how their care should be provided.

There were safeguarding procedures in place to protect people from harm. Information was made available for staff and people using the service regarding reporting safeguarding issues to the Local Authority. Staff received regular safeguarding training and were clear about their responsibility in reporting any incidents or allegations of abuse.

There were induction training programmes and mandatory training in place to ensure that staff were competent to deliver care. Supervision was regularly provided to staff to monitor their performance and development needs.

Quality assurance procedures were in place to monitor the running of the agency. People using the service were able to raise any issues or concerns with the management team.

As the purpose of this review was to assess improvements made in relation to shortfalls identified during our previous visits undertaken in April 2011 and November 2011, we did not request information directly from people using the service.

During an inspection looking at part of the service

People we spoke with told us they received a good service from SureCare (Cambridge). They reported that their carers were reliable and had never missed a visit. People appreciated that their carers always rang to let them know if they were running late and that they received their care from the same small number of carers who knew them well. One person commented, 'The carers are very good on all counts, I feel safe and well cared for and want to keep them forever'. Another person stated, 'The carers come when they say they are coming and are rarely late'. One relative told us, 'My husband has emphysema and can't rush. The carers understand this and take their time with him'.

During a routine inspection

We received many positive comments about the agency's staff (in particular their live-in carers) and the quality of care they provided. These included, 'I'm very happy with my main carer, which is just as well as we have to put up with each other for four weeks in a row'; another, 'The agency are absolutely marvellous, I've never had any complaints and they are far better than other agencies I've used' and, 'The quality of care is wonderful, staff are so respectful'. People also appreciated the flexibility of the service, which helped them maintain their independence: one person told us, 'We are always able to cancel last minute, and also request additional support at very short notice, they are very accommodating'. One person was particularly pleased that his carers had good computer skills and were able to help him maintain his job as a result. However, other people had concerns about the provider's erratic time keeping and the quality of some staff's English language. One person told us, 'Staff are quite often late, sometimes up to an hour, they do ring sometimes to let me know but even when they do they can't tell me how late they will be. This is particularly hard for my husband who is waiting to be washed and dressed; he has to sit in one position until staff get there'. Another, 'They just couldn't get the morning time right of me so in the end I cancelled them and employed another agency.' One social care professional felt that the agency had grown very quickly, and the quality of its original service had deteriorated as a result.
