During an assessment under our new approach
The inspection of took place on 5 February 2025. Salis Care Ltd provide personal care to people in supported living settings. At the time of our inspection, they were supporting 3 people who all lived in one setting. As part of the inspection, we visited people in their home, visited the providers office, reviewed people’s care records, spoke with staff, leaders and relatives and reviewed records in relation to people’s support. We expect health and social care providers to meet 'Right support, right care, right culture'. This is guidance CQC follows to make assessments of services supporting people with a learning disability and/or autistic people. During this latest assessment, we identified breaches of regulation in the areas of safe care and treatment, person-centred care and governance. Due to concerns raised by the local authority the management team for Salis Care Ltd had been replaced in its entirety approximately 5 months prior to our inspection. The new management team told us they had needed to prioritise risks such as safeguarding people’s finances, removing restrictions placed upon people and supporting staff. They told us they were aware more changes were required and were working with the local authority and other agencies to implement these. Whilst the changes made were positive, we found there was no systematic approach to plan for improvements. Limited audits and quality checks had been implemented which meant the provider did not have a holistic picture of what needed to be done going forward. There was a lack of monitoring regarding how best practice and the principles of the Mental Capacity Act 2005 were put into practice. Although staff told us they felt supported by the provider, there was a lack of up-to-date guidance in relation to people’s care needs and records were not updated when changes were made to people’s care. The nominated individual responded promptly to these concerns and gave assurances regarding how the service would be monitored going forward.
