Eden Lodge Residential Care Home is a care home for up to 60 people with dementia and mental health conditions. The building is on one floor with garden surrounding it. At the time of the assessment, there were 25 people living at the service.
The assessment was carried out due to information of risk which has been shared with the Care Quality Commission(CQC). Due to the age of the rating, a full assessment was completed.
The service was not consistently safe, effective, responsive or well-led. Significant shortfalls were found during the assessment.
There was a poor learning culture within the home., Incidents were not always documented, investigated or shared to prevent on going risk and inform learning. Safeguarding processes were not always followed or reported to the relevant authorities.
Care plans were not always reflective of people’s needs, placing them at risk of unsafe care and treatment.
Medicines were not always effectively managed or administered as prescribed, placing people at risk of poorly managed pain and health conditions.
Although the staffing levels matched the dependency tool used to determine safe staffing levels, we found people were often left without oversight in communal areas and people were left in their rooms for prolonged periods without safety checks. This placed people at risk of avoidable harm and without the support they required.
Governance and oversight were ineffective, with audits failing to identify or address concerns, and records were often incomplete.
There was no registered CQC manager at the time of the assessment. The home was in a period of change, with the manager recently leaving. A new manager had been appointed and was due to start shortly.
We identified breaches in regulation in relation to safe care and treatment, person centred care, safeguarding and good governance.
This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
