Our current view of the service

Date of assessment: 19, 20 and 27 February 2025. We looked at quality statements in all domains.

The service is an extra care service, which provides personal care for people living in their own apartments within the scheme. We inspected the service as it was previously unrated and there had been concerns raised to us about staffing levels. We found no evidence to support these concerns and the service performed well against the majority of statements we looked at. There were areas for improvement in governance and managing risk assessments, but we were assured of the actions taken by the provider and their plans.

Senior leaders were responsive to feedback. Staff had stepped up well in the planned absence of the registered manager. They contributed to an open, inclusive approach and a supportive culture. Staff were confident and competent in their roles, and had built mutually respectful relationships with people who used the service. The atmosphere was welcoming and vibrant, with people enjoying their own independence as well as opportunities to meet new people and maintain relationships.

Staffing levels were safe. Nighttime staffing levels had recently been reviewed and as a result reduced, but there were clear emergency procedures in place. People we spoke with had no concerns regarding staffing. There was no reliance on agency staff and people experienced a good standard of care continuity. This had a positive impact on the atmosphere and staff morale.

Staff worked well with other health and social care partners to reduce the risks people faced and improve their quality of life. They were due to receive additional support from a regional manager to ensure all aspects of governance and oversight could be maintained whilst the registered manager was away.

People's experience of the service

People gave consistently positive feedback about staff and the service they received. They interacted warmly and personably with all staff and felt at home. They told us they were involved in big and small decisions and there were regular reviews of their needs.

One person said, “I have 4 calls a day, they are excellent. Every one of them is fabulous. It’s so lovely. If you have a problem, they sort it out or listen.” Another said, “It’s a fantastic place, I love playing bingo and the other events are good, like the clothes shop. They come when you press the buzzer, even at night, and I’ve got to know them.”

People felt safe, settled and enjoyed the levels of continued independence the service enabled. They enjoyed a good quality of life and were able to try new things or revisit previous hobbies, such as swimming, baking and gardening. People were empowered to make their own decisions and risks.
