Our view of the service

The assessment took place from 6 February to 21st February 2025. The assessment was carried out due to emerging risks about the service and the service had not been assessed since registering with CQC.

Turn up Care Ltd provides personal care to people living in supported living. We expect health and social care providers to guarantee autistic people and people with a learning disability respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people; and providers must have regard to it.

At the time of our assessment 4 people were being supported by the service. CQC only inspects where people receive personal care, however we will also consider the wider social care provided.

We announced the site visit to the provider 48 hours’ beforehand; this was because we needed to be sure the provider would be available to support this inspection. During this assessment, we found 3 breaches of the legal regulations in relation to safe care and treatment, person centred care and good governance.

The provider did not always operate effective systems which monitored people’s care and ensured the care provided was focused on their needs. People were supported to have choice and control over their daily decisions and life. However, people were not always supported in a manner to enable them to live a fulfilled life and to meet their personal goals and aspirations.

Staff reported they felt supported and trained to carry out their role; however not all staff had received all the training and support they required to safely support people with specific needs. The provider acknowledged the need to strengthen their pre-assessment systems to ensure they had all the information they needed to understand people’s physical, emotional and personal support needs.

People’s risk in relation to their care and medicines had been identified; however detailed risk management plans were needed to provide staff with clear guidance on how to support people with their individual risks. Records of the care offered or provided to people were not always detailed. Therefore, it was not clear if people had been offered or provided with the support they required to meet their individual needs.

We have asked the provider for an action plan in response to the concerns found at this assessment.


 

People's experience of this service

People’s experiences of the support they were provided from Turn Up Care Ltd was not consistently positive. People were supported to have choice and control of their lives; however, people reported they had not been consistently supported to personally develop and make plans to achieve their personal goals and aspirations. Staff respected people’s choices and supported them in the least restrictive way possible and in their best interests. People reported staff were mainly kind towards them; however, they reported not all staff had been introduced to them before they started to support them.

The provider had not considered the compatibility of people who lived in shared housing and the impact of people with different needs. People felt their views and personal requests had not always been listened to.
