Date of Assessment: 11 June 2025.

Florence Care and Consultancy Service is a home care agency that provides personal care and support to people living in their own homes. At the time of this inspection 1 person was receiving personal care and support from live-in staff provided by this home care agency.

This service was registered with the Care Quality Commission [CQC] on 2 February 2023 and this was their first inspection. The inspection was conducted by 2 Adult Social Care inspectors and was announced. We looked at all 5 key questions, Is the service safe, effective, caring, responsive and well-led.

Based on the findings of this services inaugural CQC inspection we have rated them requires improvement overall.

We found no evidence that people had been harmed however, we identified 3 breaches of the legal regulations in relation to the way the provider managed risk; staff training and support; and quality and safety monitoring. This was because the provider did not always assess the risks service users might face, ensure staff were always suitably trained and supported, and established governance systems to monitor quality and safety, and learn lessons to continuously improve.

We have asked the provider for an action plan in response to the concerns found which we will review and monitor.

These negative issues described above notwithstanding, people receiving a home care service from this agency was well cared for and kept safe. Staff treated the people with kindness and compassion and respected their privacy and dignity. Staff promoted their independence and choices. Staff recruitment practices were safe, and they had employed enough care staff. Staff understood their roles and responsibilities. Infection risks were well-managed. People received their prescribed medicines as and when they should. People were involved in assessments of their needs and wishes. Staff constantly assessed and monitored service users personal and health care needs. Staff ensured they understood the peoples care needs which enabled them to give informed consent. The registered manager and staff worked in partnership with multiple external health and social care professionals and bodies to deliver the best possible care and support to the people they supported at home.
