Agincare Enable Dorset provides care and support to people with learning disabilities. It is registered to provide personal care. This service provides care and support to people living in 'supported living' settings, so that they can live in their own home as independently as possible. At the time of this inspection 24 people were receiving personal care. People's care and housing are provided under separate contractual agreements. CQC does not regulate accommodation used for supported living; this inspection looked at people's personal care and support.
We expect providers supporting people with a learning disability and autistic people to ensure people experience respect, equality, dignity, choice and independence, and have access to their local community. We assessed the service against the principles of ‘Right support, right care, right culture’ (RS, RC, RC). The provider consistently demonstrated these principles were fully embedded in practice. People experienced highly personalised care which promoted independence, inclusion and meaningful control over their lives.
The provider had a very clear shared vision, strategy and culture committed to quality, care and respect that enabled the principles of RS, RC, RC to become a reality for people. There was a strong proactive and positive culture of safety, based on openness, honesty and learning leading to improvement. The provider and staff shared a commitment to safeguarding people and uphold their right to live in dignity, free from neglect and abuse. This was reflected in the strong emphasis from staff at all levels on least restrictive practice, positive behavioural support, and preventing the development of a closed culture where abuse and neglect were ignored.
A highly personalised, holistic approach to each person’s care resulted in positive outcomes for them. Managers and staff shared the expectation that thorough monitoring of people’s care, treatment and outcomes could lead to further improvements for people. Peoples named key workers passionately advocated for them, and set goals and objectives with their circle of support that reflected the life they wanted to live. Staff celebrated people’s achievements and proudly described how people had been supported to develop skills and enhance their lives further.
There was an emphasis on people having the best possible health and well-being outcomes to boost their quality of life. Staff worked innovatively and collaboratively towards this with health and social care professionals.
People were supported to take positive risks, to ensure they had as much choice and control of their lives as possible. Staff demonstrated a detailed and consistent understanding of people’s individual risks and needs. They supported people in a way which balanced safety with independence and positive risk-taking.
We found people were receiving effective, person-centred care from an extremely knowledgeable and compassionate staff team. Staff received comprehensive training and ongoing development to support them in delivering care in line with current best practice. Staff worked well together and described a ‘positive, open and supportive culture’ where they felt ‘valued and confident’ in their roles.
People’s human rights were truly upheld, respected, valued and celebrated. The service always sought to ensure the needs of people from diverse backgrounds were met in a holistic way, and information about people was meaningfully captured and actioned.
Staff supported people in an individualised way to understand information, communicate their wishes and make informed choices. People were empowered to participate in a wide range of meaningful activities which reflected their preferences, interests and aspirations. This supported social inclusion and enhanced people’s quality of life.
There was strong leadership from the registered manager. They had extensive knowledge of social care and if necessary, they knew where to go to obtain advise. There was an open culture where staff and relatives would not hesitate to raise concerns and ask questions.
Audits completed had checked all parts of the service and were working well. Actions were taken to rectify any shortfall or negative impact on people.
