During a routine inspection

When we visited the service on 9 August 2012 we met the four people who were living in the home at that time. Most people were not able to give us their views on the service because of their complex needs and conditions.

We used a variety of methods to gauge other people's experience of the service including

reviewing records and talking to workers. We spent three and a half hours in

the communal areas of the home observing how workers cared for and supported people.

We saw that care workers and managers treated people with respect and spoke to them with warmth, friendliness and good humour. Workers were able to communicate with people because they knew them well and people looked at ease with their care workers. People were supported to actively participate in their daily living arrangements.

During a routine inspection

Care workers told us that there had been some occasions when only one staff was on duty in the home. They also reported that whilst there were only two people living in the home that daytime staffing levels had been reduced to two. However, there were occasions when a care worker would visit the person in hospital, leaving only one on duty.

We spoke with the acting manager by telephone during the visit and expressed our concern about staffing levels. We held a further telephone conversation with the acting manager. We asked what would happen if the person who was wheelchair bound needed to go to the toilet and she was in the home with one care worker because the other was in the community with another person. We were told that the care worker in the community would be phoned and asked to return.

During the visit we asked the two care workers who were on duty about their training, they told us that it was up to date.
