During an inspection looking at part of the service

We spoke with two people using the service. People were happy with the care they received. One person told us "I am satisfied with the care, it is good". Another person said "the carers are good" and "my care plan has been reviewed recently". We contacted two care workers by telephone who told us that copies of the care plans were kept at people's home. One care worker told us "the care plans have been changed". Another care worker told us "I enjoy working here".

We looked at five care plans. We saw that the care plans had been reviewed recently and the provider had changed their format to make them more person centered. The manager told us they had carried out risk assessments in people's homes.

The provider had a new safeguarding policy. The policy was linked to the London multi-agency policy to safeguard adults from abuse. The manager told us that a new staff induction pack had been devised and safeguarding was covered in this. Care workers that we spoke with were aware of what to do if they suspected abuse.

People using the service told us that they spoke with the manager on a more regular basis and were confident that if they had any concerns or complaints, these would be taken up by the provider. The manager told us "we speak to people at least once a week over the phone".

During a routine inspection

People using the service were involved in making decisions about the care they received. People told us 'I feel that SHAD promotes my independence' and 'I have full control over my care'. Some of the care plans had not been updated for a while and some of the assessments around moving and handling were not up to date. Some staff had not attended safeguarding training but were aware of their responsibilities around safeguarding. People using the service told us 'I feel safe around the workers'. We spoke to staff who told us that although SHAD try and accommodate their requests, sometimes it is difficult to get through to someone to talk to.
