During a routine inspection

On the day of the inspection we spoke with eleven of the people who lived at Tremanse. We were also able to speak with three staff members regarding their experiences of working at the home.

Everyone we spoke with was happy with the home's standards. The comments we received included 'I can't fault the staff they are absolutely brilliant,' 'the home is very satisfactory,' and 'It is very good, everything is on an even keel'there is always someone to talk to.'

We judged people who used the service were treated with respect and dignity, and there were satisfactory levels of activities available. People received appropriate support with the personal care and health needs. The accommodation was very clean, well furnished, decorated and maintained to a good standard. The home was clean and there were no offensive odours. The medication system worked effectively. There were satisfactory numbers of staff on duty.

During an inspection in response to concerns

During the course of our inspection we talked with four people who lived at Tremanse. We also spoke with the nominated individual, the registered manager and six members of staff.

People who lived at Tremanse told us that staff were kind and helpful. One comment included staff 'encouraged independence'. Another person confirmed this by telling us 'they helped to set the tables' for lunch.

One person told us that the home was a better place since the new manager had taken over. Three people told us that they were confident about speaking to the manager, about any concerns or complaints they may have. One person told us that they 'liked the status quo' of the home.

Another person told us that the best thing about Tremanse was her 'bedroom'. We were told 'it is fantastic'. They told us that they didn't need to go up stairs, 'it's all on one level'. This was particularly important to this person as they suffered with mobility difficulties.

We observed and spoke to people whilst they participated in baking. One person told us 'it's a lovely kitchen' and 'I would love to come up here again and do some more cooking'.

During our inspection we looked at staffing arrangements. We found that the registered manager had potentially placed the people who lived at the home at risk between 8.00am and 8.10am on the morning of 20 June 2012. This was because the registered manager had failed to call the home to inform the staff of his delay and a member of staff had not waited to ensure the home was fully staffed with the correct skill mix prior to leaving their shift. We were told that recruitment had been difficult and we saw documentation that the registered manager had sent to the provider highlighting his concerns.
