Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.This meant the service was consistently managed and well-led. At our last inspection we rated this key question good. At this assessment the rating has remained good. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Capable, compassionate and inclusive leaders

Score: 3

The service had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty.

There was a new management team in post, who were aware of issues and priorities within the service and were working towards improvements and changes. This included offering support to staff to enhance their skill set by upskilling them through care apprenticeships and bespoke training from health professionals as well as a new digital system to enhance oversight and analysis.

The registered manager told us they felt there was a joined up feel to the service and they were doing work around the shift patterns. They told us that they did not like a divide between the care team and the management team and had made a couple of changes which they hoped made staff feel happier.

The provider was making improvements to their auditing and quality functions through the introduction of a new job role designed to oversee the care performance of their services.

Freedom to speak up

The service fostered a positive culture where people felt they could speak up and their voice would be heard.

The registered manager told us they promoted an open-door policy and open communication. One staff member told us; “I feel management address any concerns straight away”. Another staff member said, “I feel now, as there is a great working relationship between staff members and management, I feel that I can confidently address situations as needed”.

Governance, management and sustainability

Score: 2

The service had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They act on the best information about risk, performance and outcomes, and share this securely with others when appropriate. However, some systems and processes required further development, for example the auditing of staff recruitment files, care documentation and staff training.

The registered manager was open to our feedback in relation to these areas. They told us that since starting they role in overseeing the service, they had identified areas of improvement which they incorporated in the service improvement plan.
