During an inspection in response to concerns

On arrival at the home, we found both residents alone with no staff member in the building, and they confirmed that this was regularly the case, although both people are funded for 24 hour care. A staff member was called to the home by CQC staff from their private accommodation on the same street as the care home, and the manager came to the home towards the end of the visit.

Both people indicated that they were generally satisfied with the support provided by staff at the home, however they described few activities available to them, and little support available to achieve goals or support with their social and cultural needs.

We observed a staff member speaking to one person in an aggressive tone, and this person appearing anxious afterwards. Both residents confirmed that this staff member raised their voice with them from time to time.

People appeared to be placed at risk of abuse or neglect due to inappropriately trained or skilled staff support. There were also inadequate records, or inaccurate records relating to their care. Concerns were found in a large number of areas including care and support provided, nutrition, medication administration, support with finances, fire safety, staffing, and a lack of quality assurance.

During a routine inspection

Both people who use the service were at home at the start of the first visit, and one was home for part of the second visit, the following day. One person did not want to speak to the inspector, but indicated with some 'yes' and 'no' answers that they were generally well settled at the home.

Both people indicated that they were happy with the support provided by staff at the home, however they described few activities available to them, and little support available to achieve goals or support with their social and cultural needs. A staff member was also observed talking to one person in a brusque manner.

Insufficiently detailed risk assessments also meant that their safety was not always protected sufficiently. Inadequately rigorous medication procedures may also place them at risk.

Although people spoken to advised that they were satisfied with the food, they said that there was not always a choice about what to eat. They were satisfied with their rooms, however their experience is impaired by insufficiently rigorous hygiene and a lack of access to current media equipment.

People were not particularly aware of how to make a complaint about the home, or how the home took their views into account. Insufficiently regular staff supervision, inadequate recording procedures, and a lack of quality assurance procedures place people at risk of not receiving support in line with best practice.
