During a routine inspection

We spoke with one person and observed care given to both people during the course of our inspection. We looked at care records for both people. One person said: "I am happy living here and the staff really help me to do the things I like to do." We saw how people's ability to give consent had been assessed and was described in their care records. People were informed of activities they were due to engage in and staff waited for the person to respond positively before commencing the activity.

We saw people's care needs were assessed and the care plans were concerning areas identified within the assessment. Where necessary a risk assessment was undertaken to ensure the person's safety with their activities.

We found medicines were appropriately ordered, stored and administered. All staff received training in the administration of medicines and were assessed as being competent by the manager.

The Manager told us about their recruitment practices and we saw all appropriate checks were carried out prior to staff commencing within the service. Staff followed a set induction programme to ensure they had sufficient knowledge of their role and the needs of people who used the service.

The provider showed they regularly monitored the quality of the service and produced an action plan of outstanding actions. The manager carried out regular checks to ensure people's safety and welfare was maintained.

During a routine inspection

We spoke with two people who use the service, two members of staff and the manager. One person who used the service told us that they were happy living there and the staff encouraged them with their interests. Another person was happy to show us their favourite items and explained how staff and their family supported them to access the community. Staff informed us that the service had been through a difficult period supporting people with challenging behaviours, which had an impact on the service provided for other people using the service.

We found that relatives of people who used the service had made comments in a service questionnaire. One comment was "All the staff at New Horizons always put my relative's welfare first. I never have to worry about any type of care they receive". Another commented "the staff are always professional and respond positively."

We found that the environment was clean but in need of re-decoration and furnishings and fittings required replacement. We were told this had been as a result of pictures and ornaments in the communal areas being removed during behavioural incidents. Staff informed us that they were committed to maintaining a homely environment where possible.

During a routine inspection

We did not, on this occasion, speak to people so cannot report their views.

Some of the people using the service were not able to verbally communicate with us. We therefore spent time during our visit observing the care and support being given and how staff interacted with people. We saw that staff communicated well with people using the service and supported them in ways that promoted their independence and individuality. Staff demonstrated their understanding of people's needs and of the agreed strategies for meeting them.
