During a routine inspection

We found that staff had a good understanding of how people liked to be supported. For example, staff were able to communicate with people in a way they understood, and interactions were friendly. Relatives and care managers said that from their experiences and observations, people received a good quality of care at this home. We were told, '[Care] is very good', 'It's a nice, friendly, clean home', and '[Staff] show a good understanding of [people]'s needs'. People were supported to make decisions about their care they accessed a range of activities outside the home, according to their interests. People's preferences were respected, and staff understood when people did not want to participate in a particular activity or event. Their rights to refuse care and make their own decisions were understood and respected.

People's care plans provided information about their care needs and their support plans were up to date. Their health and welfare was assessed and looked after appropriately. Arrangements were in place for the safe management of medicines.

There were effective recruitment and selection processes in place before staff began work. Applicants were invited to spend time at the home at the start of the recruitment process, to understand the nature of the role.

There was a complaints process, which was displayed in the entrance hall, should people using the service or visitors wish to make a complaint. There had been no complaints in the past year. When we spoke with a relative and care managers from Adult Services they said issues of concern were dealt with promptly and effectively by the registered manager.

During a routine inspection

Winchester Road has four people living there. On arrival one person was out with staff to attend a dentist appointment, and in the afternoon another person was supported to attend a local club run by Mencap

We met with four people who lived at the home during the visit. People told us that they liked living at Winchester Road and the staff were alright.

We spent time observing how staff interacted and supported people. We saw staff treating people in a sensitive, respectful and professional manner.

We looked around the building which was clean and free from unpleasant odours. The rooms we were shown were personalised with photographs, books, TV's and pictures. Staff pictures were on display in the hallway. This enabled people to know who was on duty.

During a routine inspection

During our visit, we spoke with one of the four residents, as the other people were out doing various activities. The one resident we spoke with told us, the staff supported them and they liked most of the staff. They said they did not like one member of staff. The manager explained to us that this was due to particular circumstances which had been resolved and adequately managed.

The staff told us they knew the residents well and this was confirmed when we observed the very positive interaction between the resident and staff. The staff said they were supported to effectively carry out their role and they had many training opportunities.
