During a routine inspection

The inspection was unannounced and took place on18 August and 2 September 2015.Widnes Hall was last inspected in December 2013 when it was found to be compliant with all the regulations which apply to a service of this type.

Widnes Hall is a care home which provides care and support for a maximum of 68 people. The accommodation is provided in four separate units, two at ground floor level with two more units on the first floor. Two units provide care and support for up to 36 people who are living with dementia. The two other units provide accommodation for up to 32 people who need residential care and support

The home is approximately one mile from the centre of Widnes. The two-storey property is purpose built and is close to shops, public transport and other local amenities.

There is a registered manager at Widnes Hall. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

There was not always sufficient staff to meet the needs of the people who lived in the home. You can see what action we told the provider to take at the back of the full version of the report.

Despite staffing levels being insufficient staff worked extremely hard to keep people safe, and were kind, patient and understanding towards the people they cared for. The staff team was stable and there was minimal use of agency staff who in special circumstances were funded by the local authority. This meant that the staff on duty did have clear knowledge and insight into people’s care needs and behaviours, which reduced some of the risk associated with the low staffing levels.

We found that care was provided in a well decorated and maintained environment. Staff went to considerable lengths to make sure that people who lived there experienced it as their own home and were able to enjoy living a life of their choice.

We saw that people living at the home were involved in the planning and reviewing of their care.

Staff knew about the need to safeguard people and were provided with the right information they needed to do this. They knew what to do if they had a concern.

Staff were well-trained.

People who lived in the home, their relatives and staff told us that the home was well managed.

During an inspection looking at part of the service

On the day of the inspection we saw that the home was clean and tidy, there were no malodours and people living at the home were clean and well presented. An entertainer was presenting a Christmas Show, there was a pleasant atmosphere and staff were seen to be interacting well with each other and the people living at the home.

During a routine inspection

lWe saw that all of the people living at the service were clean and well presented.

There were no malodours, bedrooms were decorated with each individuals personal effects and the furnishings and decor were to a high standard.

We spoke with people who lived at the service, family members and staff and looked at comments that had been made. People that we spoke with were positive about the provider, the care provided and the staff. Comments included, ''I can not praise you enough for everything that you do-you are all truly brilliant''. '' I find that my friend is well looked after-the staff are lovely''.

We saw that staff interacted well and supported people living at the service with dignity and that they interacted well with visitors and each other.

Two people living at the service told us that the food was good and one person went out for regular walks. Staff members told us they received training and support.

During a routine inspection

The people we spoke with said that they liked living in Widnes Hall and could make choices about how they spent their day.

Comments such as ' it is lovely here , I can stay in my room if I want to'

' There are things to do but if you don't want to join in it is Ok to say no'

' I can choose what I want to do, the staff are very supportive '

' The home is lovely' ' The staff talk to me about how I like to be looked after' ' You want for nothing here'

People spoke with said that they felt safe at Widnes Hall. 'The staff are very approachable and I could speak to anyone if I had a problem'

They were complimentary about the staff team. They said 'staff are wonderful; I get on well with them.' ' The staff are helpful and we can have a laugh and a joke with them'

People we spoke with at Widnes Hall said they have meetings with the manager to discuss anything they want to.

During a routine inspection

People who use the service and their relatives and carers shared with us their feelings that they are happy with the care and support being provided by the staff team working at Widnes Hall.

During discussions with relatives and people who use the service the following comments were made:

'I am very happy with the care mum receives we had a rocky start to begin with but the staff were patient and supportive.'

'I am made to feel very welcome and they keep me well informed about mum'.

'I would talk to one of the girls if I was worried about anything'.

'If I was concerned about any aspect of mum's care I would feel comfortable speaking to the manager or deputies and would be confident they would deal with the issue.'
