During a routine inspection

During our inspection there were four people using the service and we spoke with two of them. We also spoke with two staff. At the time of our inspection the Registered Manager was on a period of leave and there was an acting manager in post. This person is referred to as the manager in the report.

People who use the service were positive about their stay and the support they received from the service. They said they were generally able to spend their time as they wished and the staff were available to support them when they needed them.

The staff demonstrated an in-depth knowledge of each person's needs and how they liked to be supported. We observed that the people who use the service and staff had developed positive relationships with each other and the staff treated people with respect and spoke with people in a courteous and professional manner.

People were involved in identifying where they needed support and how this was to be provided. This was reflected in the care plans and risk management plans which detailed how people's needs were to be met through their time at Cascade 10 ' Boundaries Road.

The equipment and utilities at the service were routinely checked in-house and through external contractors to ensure they were safe for people to use.

Systems were in place to assess the quality of the service, such as the monitoring of incidents and feedback from people, where actions were taken to address issues and improve the service for people.

During an inspection looking at part of the service

On this occasion we did not talk to people who use the service as we we visited Cascade 10 - Boundaries Road Road to follow up on a Compliance Action we imposed following findings from our last inspection in July 2012. This was in relation to the staffing levels.

Our findings from this inspection was that the provider had taken appropriate actions to ensure there were enough qualified and experienced staff to meet people's needs.

During a routine inspection

During our visit we spoke to four people who use the service. People told us that they got good support which met their needs. They said that the staff were caring and respectful towards them.

People said they felt that the staff had the right skills and experience to support them with their needs.

People told us that being at the service helped them to increase their self-esteem and gain more independence in their life. They said that they felt supported by staff and that they led the lives they wanted to.

In the report we have highlighted areas that need to be addressed, such as the storage of controlled drugs and the practice of lone working, which had an impact on the lives of people who use the service.

During an inspection in response to concerns

We received information from an anonymous source that staff had not had appropriate training to enable them to administer medication safely and that people who use the service may be at risk of abuse from staff.

The people we spoke with told us they were happy with the support they received from staff and that staff treated them with dignity and respect. People said they felt able to talk to staff if they were unhappy about something and were confident that they would be taken seriously if they raised any concerns about their care.

People told us that staff helped them take their medication and that they preferred to have support to do this rather than managing their own medication. However we identified some concerns relating to medication recording, auditing and training.

During a routine inspection

Almost all the feedback we received from people who use the service was very positive. Most people told us that they enjoyed living at the home and that they thought the placement was right for their needs. People said they have opportunities to take part in activities that they enjoy and that they had received good support from staff to develop skills that would be valuable in helping them to move on. We also received positive feedback about the service from professionals who have an involvement with it.

People told us that they had been given information about the service when they moved in and that they have opportunities to have their say about how the home is run. They also told us that they are able to have their say when decisions about them or their support are being made and that they can invite the people they want to their reviews.

People told us that they feel safe living at the home and that their rights are respected. They said they would feel comfortable making a complaint if they were not happy about something. They told us that they enjoy having their own personal space in which they can have privacy and that the communal rooms of the home are kept clean and tidy.
