During a routine inspection

We spoke with two people with mental health needs who used the service. Both said they were happy with the care and support they were given. One person said, 'staff ask me about the things I want. Staff are alright.' The other person said, 'I feel ok. I like the staff.' Both said they had no complaints and knew who to speak with if they had any complaints.

Staff sought people's views and their consent about how to deliver their service. Support plans were developed together with people taking into account their needs and wishes. People's individual diverse needs were supported. There were enough qualified, skilled and experienced staff to meet people's needs and staffing levels were regularly reviewed. Staff said they felt well supported and management support was always available. A complaints system was in place and people we spoke with had no complaints. Essential records were available, securely kept and fit for purpose.

People told us they were involved in making decisions affecting them. They said they had choices about what they could do in the service. Staff respected people and supported their mental health needs. Staff worked together with health and social care professionals to meet the needs of people. Staff encouraged people to take part in activities that helped them to develop more independence. People's cultural and religious needs were discussed and taken into account in their care. Staff were supported in their work through receiving training and regular management support. The quality of service was regularly checked and action was taken to address areas where improvements were needed.

The two men we spoke to were generally positive about the home and the staff. One person said they liked the 'freedom' at the home. Another person said that staff encourage people to 'do things yourself'. People said they were usually treated with respect. In particular they praised the manager and assistant manager. However both men said that one member of staff sometimes spoke to them in a disrespectful way. We raised this with the manager during the visit. We also contacted her after the visit for an update on how the issue was being addressed.

People considered that Cascade 5 was meeting their needs. One person believed they were ready to leave residential care. He said that the staff were working to help him develop the skills for more independent living.

People had mixed views about the quality of the food but were involved in choosing the menu. They cooked for themselves twice a week and found this easy to do with the support of the staff.

People using the service told us they were involved in decisions about their care, had opportunities to comment on the quality of care for example during house meetings for residents and staff and felt able to raise any concerns with the manager of the home.
