During an inspection in response to concerns

We visited the home unannounced because we had received information that suggested that people were not having their care and support needs met. In order to gather information for this review we spoke with social care professionals who were currently investigating allegations of poor practices within the home. We also visited the service to look at staffing issues and to see how the home kept people safe.

On the day of our visit we spoke with two of the four people who currently live at Wrekin Villa. In relation to staffing at the home, one person told us that some staff were 'cheeky' and that they could not always talk to staff. One person was more positive and said that, 'staff are good' and do a lot for them.

One person told us that they now had opportunities to experience activities on a regular basis and on the day of our visit three people were going out for the day.

Care records did not provide sufficient detail to show that the home had plans in place to support people safely and appropriately. We found that some plans were not being followed leaving people receiving poor quality or unsafe care.

The home was not following procedures to ensure that there were sufficient staff on duty at all times within the home.

People living at Wrekin Villa had not been protected from harm because the management had failed to act upon information received from staff about alleged poor practice and plans were not always in place to support staff to support people with complex needs.

During a routine inspection

On the day of our visit we spoke with three of the five people who live at Wrekin Villa. They were all very satisfied with the service that they receive. People told us that they were fully consulted in all decisions made about their care and support and take part in regular reviews and residents' meeting to share their views and comments.

People living at the home are encouraged to stay in contact with their family and this is important to them. Three relatives who spoke with us also told us that they felt fully involved and consulted when appropriate in relation to the care and support of their relative. They were also very satisfied with the service provided by the home.

People told us that staff always knock before entering their rooms and one person told us that staff respect his privacy by never talking about him in front of other people.

People plan and choose their own meals and also their own activity schedules. One person told us

'I am able to go and come as I please and I value this'.

People living Wrekin Villa are fully involved in the development of their care and support plans and are asked to give consent to the care, treatment and support they receive. People told us that they visit the doctor when they need to and have regular access to their social workers. Where there are issues in relation to a person's care and support the home assesses the risks and develops plans to keep people safe. People told us what restrictions were in place for them. One person explained why his restrictions are in place and was happy with the arrangement. People told us that they had access to all records that the home kept about them. Two people who spoke with us said they had copies of their care plans and the other person stated that he had been offered a copy but did not want one.

People living at Wrekin Villa told us that the home is kept clean and tidy. One person told us that everyone takes a turn in cleaning the house but everybody is responsible for their own rooms. People told us that they were able to use the washing machine and were supported to do so in order to keep their clothes clean.

Of the two people that we spoke with who require regular medication one person told us that he manages his own and the other person said that staff only prompt him to take his. They both said that they were 'very satisfied' with this arrangement.

People told us that they knew what to do in an emergency, for example if there was a fire and said that they have regular practices. People said that they did not require the use of any equipment while at the home.

People who spoke with us said that they were very satisfied with the support that they receive from the staff team. People said that staff help them with cooking, cleaning, shopping, medication and budgeting.

People told us that the manager of Wrekin Villa is approachable and that the staff team listened to people's requests and act upon them. People told us that they have taken part in surveys about the home and are invited to attend regular meetings about the service provided.

People who spoke with us said that they would speak to the manager or their key worker if they had any concerns or complaints.
