During an inspection looking at part of the service

This was a follow up visit to check if the provider had made improvements since our last inspection. The improvements that were required related to managing hygiene and infection control, and record keeping.

During this follow up visit in January 2014 we noted improvements had been made in both of these areas. We did not carry out detailed interviews with people who lived at this service as this was a follow up inspection to check the premises and records, but those we did speak with had no concerns about the cleaning arrangements. One person told us "The cleaners keep it nice. It's marvellous." Another said "I've been impressed from the start, I've noticed how clean everything is."

When we reviewed record keeping arrangements we found there had been improvements since the last inspection. We did not directly ask residents about record keeping arrangements. However, on those resident's records we checked, we noted that those who were able to, had signed their agreement so show they had been involved in drawing up their own care and support records.

During an inspection looking at part of the service

This was a follow up visit to check on some areas of non-compliance following our last inspection in November 2012. We also looked at some additional outcomes including consent to care and treatment, staffing, and record keeping.

We spoke to four people who lived at the home in some detail, and more briefly with five others during this visit. We were told the staff were very good and looked after people well. When asked if staff got people's agreement before they carried out tasks such as personal care, one person told us 'Yes. They are very good. I couldn't ask for anything better.' People confirmed they received the care they needed and felt safe living at this home. Comments included 'Yes, I do feel safe, I know everyone here.'

People told us the food was 'Pretty good.' We were told the home was kept clean and there were usually enough staff on duty to help people when they needed it. One person said 'Sometimes they are a little bit short and we have to wait a bit longer.'

Overall, people who lived at this home commented positively on the quality of the care and service received and comments on the quality ranged from 'Good' to 'Very good.'

There is now a new manager at Brockhurst, and some of the outstanding actions from the last inspection have been met. However, we noted that not all of the shortfalls identified had been fully met, and more work is needed in relation to hygiene and infection control, and record keeping.

During a routine inspection

We spoke to 10 residents during our visit and asked them about various aspects of living at this home. People told us that staff were respectful towards them, and that they received the care they needed, with one person adding 'I have no criticisms. I couldn't ask for anything better.'

People told us they felt safe living at Brockhurst, and said the quality of the care was good. They thought staff were well trained for the work they were doing. We were told people got the help they needed when they asked for it with one person adding 'Staff come when they are called, and do exactly what is asked.' People told us the home was kept clean and fresh.

However, during our inspection we noted that not all the compliance actions made at the last inspection had been met, and there is no registered manager at this service. In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a registered manager on our register at the time.

During an inspection in response to concerns

People and their representatives we spoke with told us that they were very happy with the care and support that they receive. People told us that the staff look after them well, the staff are very good, the service provides good activities and meals and that the service is very flexible.

People told us that their care plan is discussed with them and that the service keeps relatives informed of any changes.

We were told that the manager is very approachable and has an open door policy.
