During a routine inspection

We spoke with 11 people or their relatives. They told us staff we friendly and polite and gave them appropriate information which allowed them to make informed choices in relation to their daily activities. Everyone we spoke with was generally happy with the care provided.

We found staff respected people and ensured consent was gained before they helped with care or treatment.

We found appropriate arrangements were in place to ensure the safety and welfare of people who used the service.

We found robust recruitment processes were in place to ensure staff employed by the service were suitable for the role.

Effective procedures were in place to ensure people's comments, suggestions and complaints were recorded and acted on.

During an inspection looking at part of the service

During the visit we spoke with three people who used the service and two people's relatives. People told us they were satisfied with the care and support they received. One person said 'it's all right here', they said they had everything they needed and staff were available when they needed help.

One person told us there had been a misunderstanding about their relatives preferred bed time which had resulted in them going to bed later than they would have liked but this had been sorted out. Another person said it was 'better' with an extra care assistant during the afternoon and evening because staff were not so rushed.

One person who used the service said most of the staff were 'good' but some were not as respectful as they should be and sometimes they talked over people while delivering care.

During an inspection in response to concerns

People living at the home told us that there were not enough staff on duty to meet their needs and to support them in the preferred routines.

People said:

'There are definitely not enough staff. I sometimes have to wait for an hour especially at night and in the evening. I have wet myself three times this week because I've had to wait. I feel terrible when that happens. Sometimes I have to go to bed at half past five. I don't want to but they take me to my room and say I have to get ready for bed.

'I have to go to bed much earlier than I want to, most of the time it's just after tea. I have to get up very early, I don't like that'

One person said that staff were sometimes 'rude' to them. They said that they didn't think the staff meant to be, but they were always in 'such a rush'

Two people who were visiting their relatives said the staff were very good but there were not enough of them.

During a routine inspection

One person who had lived at the home for several years told us staff listened to them and took notice of what they said. Relatives of people living in the home told us that when they had made complaints their concerns had been acted on. People told us the manager was very 'hands on' and approachable.

People told us the staff were friendly and said the service had a 'caring ethos'. They said they had 'never seen anything but kindness' from staff. However, they said that sometimes people could be put off by the environment which is getting a bit 'dowdy'.

We talked with people using the service about the daily routines. One person told us they were short of staff in the evening and said 'you have to take your turn' when it comes to going to bed. Two relatives told us that people started to go to bed from 5.00pm onwards, they said they were not sure if this was what people wanted or if it was because there were not enough staff on duty.

One person said staff didn't have any time to sit and talk to people and told us there were no activities for people at the weekend. They told us that people had not been able to sit outside when the weather was nice because there were not enough staff. However, another relative told us they felt the staffing levels were generally satisfactory.

One person told us they had come to look around before choosing the service for their relative. They said they had been given information about the service and liked the atmosphere.
