During a routine inspection

People were supported in promoting their independence and community involvement. We saw that people were well dressed. The home had a relaxed atmosphere and we saw people treated with a person centred approach. People expressed their views and were involved in making decisions about their care and treatment.

We spoke with all the people living at Duchy Avenue. Comments relating to staff included "They help me" and " I like them". We observed people moving freely around the home in a calm way. One member of staff told us "It is nice, quiet and steady here. The only time it is loud is when people are laughing". People appeared to enjoy talking to staff and were engaging in their own interests. When asked, people told us that they were well cared for.

People who use the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

Staff received appropriate professional development. This helped to ensure that staff had the knowledge and training required to carry out the role. The people we spoke with were happy with the care that staff provided. One person said "They help me a lot".

The provider had in place a range of audit systems that reviewed and monitored how the service was being run.

During a routine inspection

People told us they were 'happy' living at Duchy Avenue. They 'liked' the staff and they gave them 'everything they needed' and 'treated them nicely'. They explained how they have regular meetings with their key workers, where they can voice their preferences and views about their treatment and care.

People explained they have regular house meetings and receive annual surveys where they can contribute their views to how the house is managed.

People told us 'they had everything they needed' at Duchy Avenue. They have a copy of their care records which they keep locked in a safe in their rooms and they meet regularly with the staff to review them.

Some of the records are computer based and one person explained they are able to update their own records on the computer.

People told us they do visit and have access to the local health services, such as the GP and the chiropodist.
