During an assessment under our new approach

Date of assessment: 8 April to 23 April 2026. Blue Fountain Care Limited is a domiciliary care agency. The service provides personal care to people living in their own homes, supporting adults with a range of needs including physical disabilities, sensory impairments, dementia and complex health conditions. At the time of the assessment, the service was supporting 45 people.

This is the first assessment for this newly registered service. We assessed quality statements in the safe, effective, caring, responsive and well-led key questions. The overall service rating is good.

Overall, people experienced safe, effective and compassionate care and told us they felt respected, listened to and well supported. People and relatives consistently described staff as kind, caring and attentive, and we observed a strong culture of dignity, compassion and person-centred practice. Staff knew people well, treated them as individuals and supported choice, independence and least restrictive approaches.

People were protected from abuse and avoidable harm through effective safeguarding systems, safe staffing arrangements and good infection prevention and control practices. Staff assessed risks and managed these in partnership with people and families, and staff responded promptly to changes in people’s needs, often exceeding expectations. Staff managed medicines safely, care was evidence-based and coordinated with external professionals to ensure continuity, particularly during transitions. The environment in people’s homes was assessed, and staff took actions to reduce risks.

The service was well led by visible, compassionate and values-driven leaders who promoted openness, learning and staff wellbeing. Staff felt supported, able to raise concerns and motivated to deliver high-quality care. Governance systems were used effectively by senior staff to monitor quality and drive improvement, Overall, the service demonstrated a positive, person-centred culture with strong leadership and a commitment to continuous improvement.

 

However, some people and relatives felt staff could promote independence and involvement more consistently at busy times. Some governance processes relied heavily on the registered manager. Learning and feedback could be more consistently analysed to support future planning.
