During an inspection looking at part of the service

At our inspection on 30 September 2013 we found that not all records were up to date and therefore may not always be an accurate reflection of people's needs and they were not always easily accessible to staff. The provider wrote to us and told us that they would address these matters by the 14 November 2013.

At this inspection we saw that people's care records, including risk assessments had been reviewed and updated. Staff had signed a record to confirm they had read these documents and action was taken when staff had not done so. People's personal emergency evacuation plans had been reviewed and updated and were now accessible to staff. Staff were reminded of the procedure to follow when reporting adult protection matters and recording the action they had taken.

During a routine inspection

People we spoke with told us they liked living at the service. The comments included 'I quite like it here' and 'They look after us well'. People told us they could talk to the staff if they had any problems and that they felt safe living at the service. Relatives told us 'The staff are so caring' and 'The staff team are very pleasant and seem to help [their relative]'.

We saw that people spent time participating in activities they enjoyed and people's independence was promoted. There were systems in place to obtain people's consent to their care that ensured their rights were upheld. There was written guidance available to staff around the Mental Capacity Act 2005 and staff had undertaken training in the subject.

There were systems in place to protect people from the risk of abuse. Staff we spoke with were able to demonstrate their knowledge related to safeguarding and the procedure to follow.

There were enough staff on duty to be able to meet people's needs effectively. Staffing levels were adjusted to reflect people's needs. Staff had received an induction and training to be able to undertake their roles safely and effectively. Staff we spoke with were positive about their roles and working at the service. Comments from staff included 'It is a caring team that is 100% for the [people].'

During a routine inspection

A person using the service told us the home was 'lovely'. He said that if he had concerns he would be able to talk to the staff about them. One person said that the staff were 'okay", and another told us that 'the staff are nice" and that he felt he was listened to.

One person told us that he didn't get bored living at the home, and described some of the activities he enjoyed inside and outside the home. He said that he didn't want to change anything about the service. People choose what they wanted to do, and several people in the home had part-time jobs.

One of the people using the service told us that he was happy with the improvements that had been made to his room, which had included some repairs. Another person told us that he was happy with his room. One person said that the home 'couldn't be better.'

During a routine inspection

One person told us they had opportunities to speak to staff about their care, but felt they had little influence in how they are supported. Another person said they valued having time to speak with staff, and was happy that time was set aside every week to do this.
