During a routine inspection

In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a registered manager on our register at the time of this inspection.

We used a number of different methods to help us understand the experiences of people using the service, because the people using the service had complex needs which meant they were not all able to tell us their experiences. We spoke with the relatives of two people using the service, three of the management team and two care staff. We also observed a staff meeting taking place in relation to one of the supported living homes.

People's relatives told us that they were consulted about care planning and that staff promoted and respected people's choices. One said that staff 'kept on top' of people's health needs and another told us that the service had 'a sensible approach to risk'. They told us how staff supported people to take medications. They confirmed that staffing levels were right, for example one relative said that people using the service were 'settling down now that they have regular staff who they know'. They described staff as 'caring and helpful' and said that staff communicated with them well. They told us they would contact the person in charge if they had any concerns. One relative said that when they had raised a concern the service had responded appropriately.

During a routine inspection

People told us that they had been involved in the assessment and care planning process, which the service carried out to ensure it could meet their individual needs. They said that staff were always 'respectful', 'friendly' and 'helpful' and worked well at getting to know what they wanted. The staff were good at encouraging people's independence and supporting them to understand the choices that were available to them.

People said that they received the care and support that had been agreed between them and the agency. They told us the staff responded well and flexibly around their changing needs and that their care and support plans could be reviewed at any time. People usually had the same staff members providing their support and were pleased with the continuity this gave them.

People told us that they felt they were 'in safe hands' with the agency. They said they were confident that staff had the right knowledge and skills to perform their work. People we spoke with said they felt that they could raise any concerns with the agency and they would be dealt with appropriately.

People told us the agency regularly reviewed the service it provided to them and checked that they were satisfied with it. They said that the agency communicated well with them and kept in touch.
