During a routine inspection

We met the people who used services, talked with the staff on duty and checked the provider's records. We saw people's privacy and dignity were respected and staff were helpful. We saw and heard staff speak to people in a way that demonstrated a good understanding of people's choices and preferences.

We looked in detail at the care records for people living in the home. We spoke to staff about the care given, looked at records related to them, met with them, and observed staff working with them. We saw that the staff had a good understanding of people's individual needs and that they were kind and respectful. They took time to work at people's own pace.

We observed that people were supported to make decisions about their lives and be as independent as possible. We saw that people's care records described their needs and how those needs were met.

We saw that medication was administered by suitably trained staff. People were not protected against the risks associated with medicines because the provider did not have appropriate arrangements in place to administer and record medication safely.

We saw that Frank Cowl House held all records securely to protect people's confidentiality.

During a routine inspection

We met people who used the service and observed staff as they provided care and support to people.

People who used the service chose only to speak to us for a limited amount of time. We therefore looked at their records and spoke to the staff on duty. We saw and heard staff speak to people in a way that demonstrated a good understanding of people's needs and choices.

We saw people's privacy and dignity being respected at all times. We saw that staff treated people respectfully and the interactions we observed were positive with people being given choice so as to promote their independence.

We saw that people's care records described their needs and how those needs were met and were very detailed. We saw that people's mental capacity was assessed to determine if they were able to make particular decisions.

People were involved in the planning of their care and had signed to agree these documents.

Staff were clear about the actions they would take should they have any concerns about people's safety and had a good understanding of issues relating to abuse.

Sufficient staffing levels were in place and staff received a range of training opportunities to ensure they could meet people's needs.
