Background to this inspection

Updated 8 January 2021

We carried out this inspection under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. This inspection was planned to check whether the provider is meeting the legal requirements and regulations associated with the Health and Social Care Act 2008.

The inspection

We received information of concern about infection control and prevention measures at this service. This was a targeted inspection looking at the infection control and prevention measures the provider had in place. The inspection took place during the Covid-19 pandemic. At the time of the inspection the service had an outbreak of Covid-19. We will assess all of the key question at the next comprehensive inspection of the service.

Inspection team

The inspection was carried out by one inspector.

Service and service type

Guinness Care Lincoln Gardens is an extra care housing scheme for people, comprising of 56 flats. At the time of our inspection, 20 people were receiving personal care. The CQC only regulates personal care provided to people at the service and not the accommodation people lived in.

The service had a manager registered with the Care Quality Commission. This means that they and the provider are legally responsible for how the service is run and for the quality and safety of the care provided.

Notice of inspection

We gave 24 hours’ notice of the inspection to ensure we could manage the risks related to Covid-19. We also needed to be sure the registered manager would be available to help facilitate our visit.

What we did before the inspection

Before the inspection we reviewed information, we had received about the service. We requested records from the service in relation to Infection Control and Prevention and information regarding the outbreak of Covid-19.

During the inspection

We met with the registered manager and the Head of Quality Assurance and Service Improvement. We spoke to three staff and observed staff wearing PPE. We discussed the information of concern we had received and how the service was managing the Covid-19 outbreak.

We considered all this information to help us to make a judgement about the service.

People’s experience of using this service:

People living at the service received good care and support. They were treated with dignity and respect and fully involved in planning their own care.

People were safe. There were sufficient numbers of staff to meet people’s care needs. Suitable recruitment procedures were followed to ensure people’s suitability for their role.

Risks were assessed and measures were in place to ensure people’s safety. People had access to pull cords should they need them in an emergency.

Staff were well trained and received good support to help them develop in their roles. Staff all reported being happy with the support they received.

The service was responsive to people’s needs and took account of the cultural backgrounds. Activities were provided and involved working with the local community. Complaints were investigated and responded to.

The service was well led. There was a manager who was intending to register and other senior staff supporting the service. Systems were in place to monitor quality and safety and these were effective in addressing shortfalls.

Rating at last inspection: This was the first inspection for the service under the current provider of care. People at the service have previously received care from a different organisation.

Why we inspected: This was the first inspection of the service since registration.

Follow up: We will continue to monitor the service and inspect in line with our usual timescales.
