During a routine inspection

The home provided personal care and accommodation to up to 32 people who were elderly. Some of the people who lived there had a diagnosis of dementia. On the day of the inspection we spoke with thirteen of the people who lived at Philiphaugh Residential Care Home. We were able to speak with one person's relatives and two members of staff.

People we spoke with was happy with the home's standards. The comments we received included 'it is very good, I am quite content,' 'It is very nice.. I am very comfortable' well looked after, well fed and I have no complaints whatsoever,' 'It is very good'it is a very relaxed place,' 'It is wonderful, I could not ask for better,' and 'I am happy and the staff look after me very well.'

People who used the service told us staff were kind and treated them with respect and dignity. People told us there were satisfactory levels of activities available. People were very satisfied with the support they received with their personal care and health needs.

The accommodation was furnished, decorated and maintained to a satisfactory standard, although further work does need to be completed as some areas look very worn. The home was very clean and there were no offensive odours.

The medication system was well organised and operated effectively.

There were satisfactory numbers of staff on duty and training provision was overall satisfactory.

The service had a suitable quality assurance system to ascertain the views of people.

During a routine inspection

We spoke with fifteen of the twenty three people who lived at Philiphaugh to seek their views of the service provided. People were positive about the care and support they received. For example one person said 'it is very comfortable here, the staff care for us well and the food is good'.

Everybody we spoke to said they were happy with the care and the support they received. We also spoke to several relatives and staff, and they were also positive about the service provided. One relative said 'the staff are very caring and kind'they will contact me if my mother needs the doctor and keep me informed of any changes'.

Although the care and support provided was good, there were some gaps in documentation regarding health and safety checks completed. There were also some gaps in staff training provision.

When we inspected the home it was clean and odour free. Accommodation was satisfactory although there was a need to update some of the carpets and decorations. At the time of the inspection staffing levels were satisfactory, and there was evidence that suitable recruitment checks were completed.

Although outcomes for people living in the home were good, there was no systematic quality assurance system in place.

During a routine inspection

We reviewed all the information we hold about this provider, carried out a visit on 6 March 2012, observed how people were being cared for, talked with people who use services and also with two people, who were visiting their relatives in the home, talked with staff, and checked records.

Some of the people using the service were not able to comment in detail about the service they receive. We saw people's privacy and dignity being respected and staff being helpful. We observed that privacy was respected throughout our visit, with staff knocking on doors before entering bedrooms, bathrooms and toilets. Staff spoke with people during our visit in an adult and appropriate manner. There were no issues raised by people using the service or by visitors or staff. People who use the service were moving freely around the home.

Visitors to the home told us that they were satisfied with the care their relatives received. They told us that staff were always welcoming and there was usually a calm and relaxed atmosphere in the home. They told us that their relatives always looked well cared for and well kempt.

The registered manager and deputy manager told us that regular supervision had lapsed, and accepted that training needs were not being effectively monitored.
