During a routine inspection

We found that people's needs were assessed and care and treatment was planned and delivered in line with their individual care plan. Care plans and risk assessments were reviewed on a regular basis.

Comments from people using the service included: 'The staff that come here are very, very good. They know exactly what is needed and get on with it. They know if I wasn't happy with something I would tell them. I can't fault things' and 'I think all the staff are very good. They do the things in my care plan and always ask me if I'm alright with things.'

To minimise the risk of cross infection taking place when supporting people in their own homes staff were provided with personal protective equipment such as disposable vinyl gloves, plastic aprons and overshoe protectors to wear.

We saw evidence to confirm that staff were receiving appropriate training to enable them to carry out their job roles effectively and safely.

We found that the provider had appropriate systems in place to monitor the quality and standard of service being provided to people in the community.

During a routine inspection

We spoke with four people who received daily care and support from Sevacare - Oldham. People told us they were treated with dignity by care workers, with one person saying "Not one of them are rude or nasty" and another saying "I like them very much indeed".

Three people said they usually saw the same few care workers and knew who would be attending their homes. One person told us they were not told who would attend, saying "I wish they would let you know every week, it would help. That's my only complaint".

One person who required assistance when bathing said they found this aspect of care difficult and embarrassing at first. They told us that knowing who would be coming made a big difference and they felt much better about this now.

Everyone we spoke with said that managers within the company visited them every few months to check the paperwork and make sure the correct level of assistance was being provided. We heard "[The care workers] do a good job". Three of the people we spoke with said they had been involved in the assessment process when it was decided what assistance would be provided. One person said they had chosen not to be involved in the process.

One person told us they had been very ill on an occasion when her care worker arrived. She told us that the care worker knew exactly what to do, calling an ambulance and informing the family immediately

The four people we spoke with all said no-one from the company had ever told them how to make a complaint. None of them knew of any written instructions about how to complain, with one person saying they knew they had a company guide somewhere but did not know where. Three people said that they thought they would contact their local council if they needed to make a complaint, and one person said they had no idea what they would do.
