The Pantiles Care Home limited is registered to provide care and support for up to 16 people. The home provides residential care for adults over 65, some of whom live with dementia. At the time of this inspection, there were 14 people living at the home. This was a planned assessment of the quality statements under the 5 key questions of safe, effective, caring, responsive and well led.

Recruitment processes were safe and there were enough staff on duty. There was a consistent staff team over time. There was confidence in the registered manager from staff and relatives. Staff received training to carry out their role, they felt appreciated and supported. Safeguarding procedures were in place, and the environment was clean and hygienic.

We received positive feedback from health and social care professionals who worked with the home, and people had access to medical care when needed. People were supported to be individuals, have independence and encouraged to make choices.

People can only be deprived of their liberty to receive care and treatment when this is in their best interests and legally authorised under the Mental Capacity Act 2005 (MCA). In care homes, and some hospitals, this is usually through MCA application procedures called the Deprivation of Liberty Safeguards (DoLS). We checked whether the home was working within the principles of the MCA, whether appropriate legal authorisations were in place when needed to deprive a person of their liberty, and whether any conditions relating to those authorisations were being met.

Staff delivered care in line with people’s care plans and risk assessments. A new care planning system had recently been introduced, and the registered manager had plans to develop and improve consistency in implementation for all people. These plans included delegating responsibilities to senior care staff.

Any accidents or incidents that occurred were learned from to prevent recurrence in the future. Staff felt proud to work for the home. Governance systems were operating effectively, and this included oversight by the provider. We received positive feedback about the registered manager, management team and the provider.

 

People's experience of the service

We were limited in gathering verbal feedback from people about the support they received, due to their needs. People said they felt safe at the home. We spoke with relatives and observed the care people received.

Relatives told us staff were caring, treated people with kindness, dignity and respect, and their family members were safe. Staff were aware of the importance of gaining consent when delivering care.

People did not have to wait for care when they needed it. People received kind and compassionate care, with staff engaging with them in a friendly yet respectful and professional way. Staff were attentive, considered and enabling. One relative told us, “They always take their time. They allow people time to chat or give them choice. Sometimes the residents can take their time to make a choice, but they always give them time and don’t rush them.” Staff had a good rapport with people, and they used positive touch appropriately, for example to reassure a person who had become distressed.

Staff knew people's mobility needs. For example, one person tried to get up independently from a chair in the lounge and staff responded quickly to remind the person it would be safer if they allowed staff to support them. Staff encouraged people when they mobilised independently.

Group activities were meaningful, people enjoyed them and there were good levels of participation. We saw lots of artworks created by residents for St George's day and Easter. One person said, "They keep us occupied and interested. I enjoy the art."

Relatives told us staff were caring and provided good support. One relative told us, “They are very caring and kind.” Another relative told us, “I feel they take their time with my loved one. Quite often when I visit, I see staff sit with her and talk to her.”
