During our inspection we observed a relaxed and welcoming atmosphere from the people living in the home and staff. People expressed their views and were supported in consenting to their care and treatment. People's needs were assessed and care and treatment was planned and delivered in line with their individual care plan. There were arrangements in place to deal with foreseeable emergencies.The provider demonstrated there were effective procedures in place to ensure that people using the service were cared for by suitably experienced and qualified staff.
People were not protected from the risk of infection because protocols based on current Department of Health prevention and control of infections guidelines had not been followed. We found there were no systems in place to manage and monitor the prevention and control of infection, including risk assessments for people living, working and visiting the home.
There were no systems in place to regularly assess and monitor the quality of service that people received. The provider did not have an effective system in place to identify, assess and manage risks to the health, safety and welfare of people who use the service and others. Relatives we spoke with told us they were confident to make a complaint if they were not happy about any aspect of the services provided.
