During a routine inspection

During our inspection on 3 January 2014 we saw staff communicating with people in a polite and respectful manner and ensuring they obtained people's consent before they provided any care or treatment. We saw staff supporting people with their care. Relatives we spoke with told us they were very happy with the care their family members received.

People told us they were involved in the planning of their care and the reviews of their care plans and where people lacked the capacity to make decisions family members or their advocates were involved in their care and treatment plans and reviews.

People we spoke with told us they were happy living at Aspen Grange Care Home and felt safe living there. Staff were aware of the safeguarding process of reporting any safeguarding concerns should they need to.

Staff were knowledgeable and were encouraged to develop their skills. There was a good range of training available to support staff in their role. Staff told us they felt supported by the manager and enjoyed working at the home.

We found that the service had systems in place to monitor the quality of the service provided and respond to any issues or complaints received by the service.

23 January 2013

During an inspection looking at part of the service

This was a follow up inspection to look at the compliance action we had made at our inspections on 11 September and 23 October 2012. At this return visit we found that matters had improved. In November 2012 we received an action plan stating what action would be taken by the provider to reach compliance. At this inspection we found that actions had been put into place.

We found that all care plans had been reviewed and updated with specific reference to risk assessment. This meant that people's needs were assessed and care and treatment was planned and delivered in line with their individual care plan.

We found that action had been taken to examine and cleanse all mattresses within the service. The service had appointed a housekeeper and cleaning schedules were in place. This meant that people were cared for in a clean, hygienic environment.

We found that sufficient guidance was in place for staff to follow for the safe management of medication.

11 September 2012

During an inspection looking at part of the service

We spoke with three people living at the service and three relatives. One relative spoken with confirmed that they were very satisfied with the care and support given to their relative. They believed them to be safe and that their health and wellbeing was monitored. When we asked one person who lived at the service if their privacy and dignity was respected they told us that 'Yes always, the staff here are all very good to me and look after me very well'.

On relative told us that they had concerns about the cleanliness of the service. They had brought this to the attention of the new manager and they felt matters had improved.

Both people living at the service and their relatives were aware of the high usage of agency but did not see this as an issue. Relatives told us that they were kept up to date with developments at the service. This included the knowledge and updates about the service in receivership.

During an inspection looking at part of the service

We did not speak with people living in Aspen Grange Care Home at our visit of 4 July 2011. People we spoke with at our visit of 11 April 2011 told us they felt the home was very nice and one person with whom we spoke said, 'We are being looked after safely.'

Overall, relatives told us there was a great family spirit in the home and they felt their relatives were being well cared for. One person told us, 'I think it's brilliant, always very caring, very kind.'

We saw that people lived in a clean, pleasant and well maintained environment and that care was provided in a dignified way and with regard to people's individual abilities. We noted that people were assisted with their personal care and were well groomed.

During a routine inspection

Many of the people living in Aspen Grange Care Home at the time of our visit had difficulty in understanding and responding to verbal communication. Some people were able to make comments about specific issues, such as the meals, however, most of the information about people's experiences of Aspen Grange was gathered through our observations.

We saw that staff showed respect to people using the service. One person with whom we spoke said, 'Staff are very respectful indeed, they always knock before they enter my room and speak to me respectfully.'

Staff understood people's communication difficulties and found ways to help people make choices and decisions about their everyday lives. For example, at mealtimes staff helped people choose their meal by showing them the options available at the table. This meant people could make a meaningful choice based on what the food looked and smelled like. We saw that people were given the right amount of help to eat their meals.

Care was provided in a dignified way and with regard to people's individual abilities. People were not rushed. We noted that people were assisted with their personal care and were well groomed.

We saw that people lived in a clean, pleasant and well maintained environment.

On the day of our visit we saw that there were enough staff members available to give people the help they needed. However, some relatives of people living in Aspen Grange Care Home told us, 'There seems to be a lack of consistency in staffing numbers. There are sometimes two staff and sometimes four staff here to look after people on this floor.'

Overall, relatives told us there was a great family spirit in the home and they felt their relatives were being well cared for. One person told us, 'I think it's brilliant, always very caring, very kind.'

People living in the home who were able to express an opinion said they felt the home was very nice and one person with whom we spoke said, 'We are being looked after safely.'
