During an inspection looking at part of the service

We visited the agency to see what improvements had been made since our last visit in February 2011. There had been a change of manager designate and deputy manager since our last visit. The manager designate had been in post for three months and the deputy manager for one month.

We did not speak to any people who used the agency on this occasion as our visit focused on the recruitment and training of the staff who worked at the agency. We spoke with two staff who had been employed since March 2011. They told us they were happy working at the agency and the managers were 'good and approachable'.

We found the current recruitment practice was reasonably thorough, but there were still some areas which could be done better. This would help ensure that people were not placed at risk of being cared for by care workers who were not suitable to carry out their role.

We saw that new staff were receiving regular supervision from the manager designate, which enabled the agency to monitor their standard of work and to discuss with staff any concerns or identified training needs they or the staff may have. We saw that more training had taken place since the last visit and further dates for mandatory training were scheduled.

Shortfalls remained in the induction and provision of mandatory training for new staff.

During an inspection in response to concerns

We visited the agency because we had received some information indicating new staff were being employed but were not receiving adequate induction and training before giving care to people who use the agency. In particular the concerns related to moving and handling and medication training.

We did not visit any people who use the agency on this occasion, as we needed to look at recruitment and training records for staff.

The findings from our visit were that current recruitment practice is reasonably thorough, but there were some areas which could be done better. This would help ensure that people are not placed at risk of being cared for by care workers that are not suitable to carry out their role.

People using the agency were being placed at risk of harm as the agency were failing to provide suitably trained and competent staff to carry out their care.
