Date of assessment: 27 April to 21 May 2026. Roster Home Care – Norwich Office is a domiciliary care agency proving personal care to adults of all ages who may be living with dementia, a sensory impairment, or a physical disability. This was the first assessment for this service. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks relating to personal hygiene, eating, and drinking. Where they do, we also consider any wider social care provided. At the time of our assessment, 17 people were receiving the regulated activity of personal care.

We found a service that was dedicated to providing compassionate and thoughtful care that met people’s needs in a person-centred manner. They understood the importance of ensuring people were in control of the care they received, felt valued, and were supported to improve their quality of life. The service placed an emphasis on ensuring people’s needs, wishes, preferences, routines, and expectations were thoroughly explored and care planned for. We saw people received care from staff who had been safely recruited, well supported, thoroughly trained, and felt happy and valued in their work. This helped to ensure people received safe, effective, and compassionate care. People received their medicines safely and as prescribed and they were supported to positively manage risks. Care plans were person-centred, accurate, and had been reviewed regularly with the people who used the service, and the people important to them as appropriate. Concerns, complaints, and feedback were responded to positively and used to improve the service. The robust governance systems in place had ensured the registered manager had good oversight of the service and that people received consistently good quality care.

People's experience of the service

All 12 people who gave us feedback as part of this assessment spoke positively about every aspect of the service. They told us they thought highly of the staff that supported them telling us they were consistently kind, caring, thoughtful, and patient. For example, one person who used the service said, “The carers that visit are all extremely well-mannered and very thoughtful.” Whilst a relative told us, “The carers are all considerate and respectful, without exception.” People told us the care they received had a positive impact on their quality of life. They told us the support they received empowered them and helped them to feel valued and listened to. People had trust and faith in the staff that supported them telling us they had the skills and abilities to provide safe and supportive care. We were told communication was excellent and that any concerns, shortfalls, or feedback was listened and responded to promptly. People felt safe receiving care and relatives told us about the reassurance it gave them knowing the people they loved were being well cared for. All of the people who provided feedback told us they would recommend the service. One person summed this up by telling, “I am very happy with the care and wouldn’t want to change a thing.”
