During a routine inspection

This inspection took place on the 11th September 2015 and was announced.

Mears Care Carlisle provides care and support for people who live in their own homes. The office is located in Carlisle and it provides services in and around the local area.

The manager of the service was new in post and told us she was in the process of becoming a registered manager. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

As part of their recruitment process the service carried out appropriate background checks on new staff.

The service managed medicines appropriately. The service had sufficient appropriately recruited staff available to support people.

All staff received regular supervision and appraisal. There was a clear structure in place to achieve this.

The service demonstrated that they were aware of people’s capacity but did not always document this correctly in people’s written records of care.

People told us that staff were caring and treated them with dignity and respect.

Care plans were written in a straightforward manner and based on thorough assessments. They contained sufficient information to enable people to be supported correctly.

The manager showed that they had systems in place to manage the service in their absence. There was a quality assurance system in place at the service.

We have recommended that people’s level of capacity should be explicit within their written records of care.

During a routine inspection

We spoke with people who used the service and asked them if they were satisfied with the care and support they received from Mears Care - Carlisle. One person said, "100% absolutely brilliant, always on time, courteous and professional." Another told us, "They're grand!" and added, "They are much better than other agencies, they're top of the list!"

We found that care plans were written in a person centred manner and based on a comprehensive assessment. People's care was regularly reviewed in conjunction with other health and social care professionals and Mears Care - Carlisle had developed good relationships with other care providers. People were protected from the risk of abuse by staff who were well trained on how to identify and report safeguarding issues. There were sufficient staff to meet people's needs. Staff told us they wanted to look after people the way they would expect their relatives to be looked after. Mears Care- Carlisle had a robust complaints system in place.

During a routine inspection

We spoke to three people who used the service, they told us that Mears Care-Carlisle were:

"Absolutely excellent."

"Top notch it really is."

One person was concerned about staff being late. However we saw that Mears Care-Carlisle had strategies in place to deal with this problem.

We found that staff treated people with dignity and respect. Mears Care-Carlisle acted to keep people safe from abuse and closely monitored the quality of service it provided.

We spoke to seven members of staff who told us that they felt well supported by Mears Care-Carlisle and were well trained. However we noted that not all staff had received regular formal supervision though there were plans in place to rectify this.
