During an inspection looking at part of the service

This inspection followed up on compliance actions we set at an inspection in August 2012. During this inspection we spoke to one individual who lived at Beaufort View, the manager and a care worker.

The home had updated the environment to ensure individuals' safety needs were fully met in the event of a fire.

The home had systems in place to promote the safe recruitment of care workers.

The provider had a system in place to identify, assess and manage risks to the health, safety and welfare of people using the service.

During a routine inspection

People who use the service have complex needs which means they were not able to directly tell us about their experiences. Therefore we gathered evidence by observing care; reviewing records, and speaking to care workers.

Staff were able to communicate with people using verbal prompts and signs. They also helped us to speak with some of the people who were at home on the day we visited. We saw that the information on how people prefer to communicate is recorded in their care plan.

One person told us they like living at Beaufort View and that staff helped them to attend local pottery, art and craft classes.

We observed people being supported with various aspects of their daily living during our two visits to the home. We observed care workers engaging positively with people who use the service.

During an inspection in response to concerns

We had difficulty getting the views of the people living at Beaufort View because the complex needs of the individuals living there arising from their physical and learning disabilities. At the time of our visit to the service as part of a responsive review six out of the eight people living at the home were present because one had gone out to a planned and special activity and another had gone for the day to a local college. Only one of the six remaining people could clearly express their views. Some individuals could indicate yes or no to simple questions. We were however able to observe how the staff at Beaufort View supported and helped people living there. We did see individuals going out into the local community with the assistance of the staff and also being helped to undertake a leisure activity that they particularly enjoyed. People indicated that they were happy with the way that staff looked after them, that they received the help and support that they needed. They also indicated that they liked their accommodation and one person was able to tell us that there were regular fire drills and fire alarm tests in the home.
