During a routine inspection

This inspection of Additional Resources Care and Support was to follow up on three Warning Notices we served on the provider. These were in relation to care planning, staff recruitment checks and staff training. This was due to us finding at our inspection in April 2013 that the service did not have sufficient information of how they supported people with their needs. The service did not carry out appropriate recruitment checks prior to staff starting work and did not ensure that staff were trained to meet people's needs.

At the inspection in April 2013 we also found there were insufficient records in relation to the management and running of the service.

Our findings from this inspection were that the provider had taken steps to ensure that people who use the service were supported safely. Appropriate recruitment checks were taking place and people were cared for by staff who were supported to deliver care to an appropriate standard.

During an inspection looking at part of the service

At the time of the inspection Mr Graham Orgill was the registered manager of the service, however he had left the service. There was no registered manager for the service, but a manager in day-to-day charge.

During our inspection the manager told us that there were ten people receiving support with personal care from the service. We spoke with five of these people or their relatives. People told us that the staff were pleasant and always turned up on time.

Following our last inspection on the 27 September 2012, we imposed compliance actions in four areas where we identified that people were at risk. This was due to the lack of care planning and records to evidence the support people received. People were at risk where appropriate recruitment checks were not undertaken and there was no training provided to staff.

At our inspection of the 19 April 2013 we found that the provider had not taken appropriate action to ensure that people who use the service were safe. Care plans did not detail how people were being supported and how risks were being minimised. Care workers were recruited without appropriate recruitment checks and did not receive relevant training to meet people's needs.

The provider had not met the compliance actions and had failed to ensure that risks to people were minimised. We have taken enforcement action against the provider for these essential standards to protect the health, safety and welfare of people using this service.

During a routine inspection

People were positive about the care and support they received from the carers. They said they were respectful towards them and treated them with kindness. People said they always received support from the same carers, which they liked. Their representatives also said they found this reassuring, as the carers knew the needs and preferences of their relative. The staff we spoke with said they enjoyed their work and they spoke respectfully about the people who use the service.

Some people spoke about the support they received with personal care, where they said they were supported to do what they could for themselves, and staff would assist them only where necessary.
