We assessed Eskburn from Tuesday 7 to Wednesday 8 October 2025.

We assessed the service as it has previously been unrated.

Tom Harrison House was registered with CQC, in September 2022 to deliver the regulated activities: Accommodation for persons who require treatment for substance misuse. There was a registered manager in place at the location.

At this assessment we assessed 1 assessment service group: Residential Substance Misuse Service.

We rated the service as Outstanding. We found no breaches of regulations.

The date of assessment was 7 to 8 October 2025.

Tom Harrison House was an independent residential substance misuse service. The service provides residential rehabilitation for drug and alcohol addiction across five locations, Tom Harrison House No .4, Tom Harrison House No .11, Fairburn, Lisburn and Eskburn. No. 4 and No. 11 provide the offices, therapies and activities space. Fairburn, Lisburn and Eskburn provide the beds for the service. All five locations were inspected as part of this assessment.

The service specialises in supporting UK Armed Forces veterans, those still serving, and emergency services personnel. The service was mixed sex for adults over 18 years old. The recovery model was a 12-week structured programme of group work, therapies and activities. The provider was made up of 5 locations, No. 4 Tom Harrison House, No. 11 Tom Harrison House, which provided therapy rooms and administration, and Lisburn, Fairburn and Eskburn which provided residential beds. All 5 locations were inspected as part of this assessment.

We reviewed 6 client care and treatment records. We carried out a tour of the environment. We spoke to 6 members of staff including the registered manager.

The service was registered on 13 September 2022; this was the first assessment of the service.
