During a routine inspection

At the time of this inspection the provider notified us that a decision had been made to close the home on 31 July 2013. Appropriate consultations had been undertaken with the two people who lived in the home and the local authority had been notified so that appropriate continung placements could be found for them.

We used a number of different methods to help us understand the experiences of people using the service. This was because the people living at the home had complex needs which meant that they were not all able to tell us their experiences. We spoke to some people living at the home and were able to observe staff supporting people.

We saw that the people living at the home were supported and encouraged to exercise choice in their day to day lives. Independence was also promoted and staff worked with people to achieve this. People received the care, support and treatment they needed and this was provided in an individual way.

During the course of our inspection we saw that people were supported to express their views and choices by whatever means they were able to and staff clearly understood each person's behaviours and their way of communicating their needs.

Staff looked after people's healthcare needs in a proactive way. The staff team were well trained and supported to carry out their role.

The provider had effective systems in place to monitor the quality and safety of service that people received.

During a routine inspection

People who use the service were given appropriate information and support regarding their care or treatment.

People told us that their privacy, dignity and independence are respected and that their views on the support and care they receive are taken into account. One person said, in relation to personal care, 'If I need help I can ask for it but I am very independent' and another person said 'I can choose whether to go out or stay in'.

Before people received any care or treatment they were asked for their consent and the provider acted in accordance with their wishes.

When we visited the home on 24 May 2012 people told us that staff consulted them about their care needs.

People's needs were assessed and care and treatment was planned and delivered in line with their individual care plan. Care and treatment was planned and delivered in a way that ensured people's safety and welfare.

People told us that they were satisfied with the level of care and support they received at The Sheiling. One person told us "I get looked after very well here."

People said they could choose whether or not to join in activities and could spend time alone in their room pursuing their own interests or going out if they preferred.

People who use the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

The provider has taken steps to provide care in an environment that is suitably designed and adequately maintained.

People told us when we visited that they liked the home and that they liked living there.

People also told us that they liked their rooms and found them comfortable and were happy at the home and liked the way it was presented.

Appropriate checks were undertaken before staff began work. There were effective recruitment and selection processes in place.

Staff received appropriate professional development.

People told us that they feel well looked after by the staff at The Sheiling. One person with whom we spoke said "The staff are very good. They are friendly and I get on with them all."

People who use the service, their representatives and staff were asked for their views about their care and treatment and they were acted on.

People told us that they felt comfortable talking to the staff about any issues that they had and that the manager was also always available for them to talk to.

During a routine inspection

People told us that they experience good care and are happy with the service they receive at The Sheiling. One person told us 'It's very good here I find staff always helpful and friendly'. One person said, in relation to personal care, 'If I need help I can ask for it' and another person said 'I can choose whether to go out or stay in'. Another person told us, "The food is good and I feel like I eat like a king here.' Where people were unable to provide a verbal response or tell us their experiences, for example as a result of their limited verbal communication or poor cognitive ability, we noted their non verbal cues and these indicated that people were generally relaxed and comfortable and found their experience at The Sheiling to be positive.
