Our view of the service

HMP Humber is a men’s prison located in East Yorkshire and operated by HM Prison and Probation Service. It can hold approximately 1000 prisoners.

Spectrum Community Health CIC (Spectrum) is commissioned by NHS England to provide primary healthcare, clinical substance misuse services and social care at the prison. Spectrum is registered with Care Quality Commission (CQC) to provide the regulated activities of diagnostic and screening procedures, and treatment of disease, disorder, or injury.

We carried out an announced inspection of healthcare services provided by Spectrum at HMP Humber to follow up the regulatory breach found during our previous inspection in June 2025.

At this inspection, we looked at 2 quality statements. We found the provider had made sufficient progress to address the regulatory breaches and was no longer in breach of Regulation 17, Good Governance.

Staff had improved processes in relation to the critical and emergency medicines cupboard and governance arrangements were more robust.
