During a routine inspection

The inspection took place on 03 March 2016 and was unannounced.

Sunrise Operations Elstree is a large residential care home registered to provide care and support to up to 81 older people and people living with dementia. At the time of our inspection there were 67 people living at the home.

There was a manager in post who was in the process of registering with CQC. A registered manager is a person who has registered with the Care Quality Commission (CQC) to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

People who lived at the home told us they were happy living there and they had their needs met appropriately. Relatives and professionals involved with people’s care and support gave us positive and complimentary feedback about the service and said that they had no concerns about the care and support people received.

People, their relatives and professionals involved with the care and support of people who used the service said that they had no concerns about people's safety at Sunrise Operations Elstree. People had health care and support plans in place to help staff know how people liked their needs to be met safely. Risks to people’s safety and welfare had been identified and people were supported to live their lives as independent as possible. There were sufficient numbers of staff available to meet people’s care and support needs at all times.

Staff members understood their roles and responsibilities well and were supported by the management team to constantly develop their skills and knowledge. People enjoyed a varied and healthy diet and their health needs were met appropriately with access to a range of health care professionals.

The atmosphere in the home was warm and welcoming and the environment was well maintained. We observed positive and meaningful interactions between the staff and people who used the service. Relatives were encouraged to visit the home anytime they wished and were involved in developing people’s care and support plans. People were treated with dignity and respect and their privacy was maintained.

There were systems and processes in place to monitor the quality of the service. People were involved in discussions about how the service was operated. The provider promoted a positive culture within the home and staff and people told us they felt valued.

During a routine inspection

We found people looked happy and relaxed in their surroundings. We observed that there were many different areas and lounges where people had chosen to spend time. We observed positive staff interaction and various activities going on throughout Sunrise. We observed from the review of records that the provider ensured that people and their relatives were involved in decisions related to their care, and where appropriate consent had been obtained. We found people had good quality care plans in place, which contained relevant, person centred information. People were protected from risks associated with abuse and told us they felt "safe" living at Sunrise. One person told us "I feel I am very fortunate to be here. I love it here." Another person said "I can't think of anything that I don't like." Everyone we spoke with said they were happy with the care that they received. People's care plans and risk assessments were reviewed regularly, to ensure people were receiving the care they needed. We saw that the provider had an effective procedure in place, to ensure staff were recruited appropriately and were of good character. We found that there was a robust complaint process in place. The provider had appropriate arrangements in place to notify the Care Quality Commission (CQC) about events and or incidents which occurred whilst carrying on the regulated activity.

During a routine inspection

During our visit, we noted that people interacted well with staff and visitors, and the atmosphere was pleasant. People were content, and they gave positive feedback about the care and service they received. A person said, "I am well looked after. The staff are very good." A relative commented, "This is a marvellous service with very caring staff."

On the day of our visit, we spoke with a volunteer who said that they had offered to assist people during mealtimes and were very pleased that they had been allowed to do so. A relative we spoke with said that they had observed people being assisted during mealtimes by care staff as well as by the activity and domestic staff. We were told that all members of staff, including senior management, kitchen and domestic staff, often assisted people, especially at mealtimes.

Staff we spoke with felt supported by management. We observed that staff were readily available to assist people throughout the day and during lunchtime. Lunchtime was unhurried.

Members of staff we spoke with said that they had received regular supervision, and attended team meetings to discuss issues or concerns raised. Staff said that they enjoyed their work, and that they had been supported by management to help them provide safe and appropriate care to people.

During a routine inspection

The people we spoke with who live at Sunrise Elstree were all very positive about their experiences.

People confirmed that staff are supportive and helpful. One person told us that the staff are 'Very attentive and efficient. They go out of their way to help'.

People confirmed that they felt safe and that staff were gentle in their approach.

The people we spoke with told us about the variety of activities and entertainment that takes place. On the day of our visit people were going out for walks in the grounds and across to the local riding stable to see the horses. Another group where going out to Hatfield House in the mini bus.

People felt the choice and quality of the meals was very good. People were aware of the range of alternatives available if they did not choose something from the daily menu. One person said that the salad bar was very good.

People told us their rooms were comfortable and had been furnished with their own personal possessions. The manager agreed to look into concerns raised by one person who said their room was not as warm as they would like.

One person told us they had no concerns about the care and support their relative was receiving. They said everything was very good and the family were kept informed if there were any changes they needed to be made aware of.

During an inspection in response to concerns

The people who live and work within the Sunrise complex at Elstree tell us the service is well managed and any issues they raise are listened to and acted on.

People told us they have good relationships with the staff and get the support they need. They describe staff as being 'very good' and 'very helpful'.

People are able to choose a range of meals that are suited to their individual preferences and dietary needs from the daily a la carte menu.

Staff are supported to do their jobs effectively.
