Date of assessment 29 January and 10 February 2025. Pennine View is a ‘care home’ providing personal care and support to people over 18. At the time of the assessment, the service was supporting 38 people with their personal care needs. Pennine View was last rated ‘Good’ (published 13 April 2023. The report was published following CQC’s previous ]inspection approach using key lines of enquiry (KLOEs), prompts and ratings characteristics. This assessment has been completed following the Care Quality Commission (CQC) current approach to assessment; Single Assessment Framework (SAF). We undertook this assessment following concerns relating to the effective management of the home.

 

At this assessment we found risks were not always identified, documented and escalated to management for action. Improvements were required to audit, and quality systems and medicines were not always safely managed.

 

Where people did not have capacity, all necessary actions had been carried out under the Mental Capacity Act including making appropriate applications under the Deprivation of Liberty Safeguards (DoLS) if required.

 

Safe recruitment processes were in place. However, staff did raise concerns that there were not always enough staff to meet people’s needs. The provider had assessed people’s needs and felt staffing levels were suitable. We observed staff were able to meet people’s needs.

 

People were treated with kindness and compassion. Staff protected their privacy and dignity. They treated people as individuals and supported their preferences. People were supported to maintain relationships with family and friends. Staff were aware of their responsibilities to raise concerns with the safeguarding authorities if they felt people were at risk of harm or abuse. Information on safeguarding was available to people and those who were important to them, so they could raise concerns externally if they wished to do so.

 

The provider ensured people could access external health professionals if the need arose and information was appropriately provided to support continuity of care.

 

We identified 2 breaches of regulation relating to safe care and treatment and good governance. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of the service

People we spoke to expressed they were happy with their care, however our assessment found elements of care did not meet the expected standards. People’s dietary needs were not always followed and people’s care was not always reviewed in a timely manner. People and relatives spoke positively about staff at the service and said they were kind and caring.

Relatives told us if there was any change in people’s care they were contacted straight away. Relatives said they had been involved in consultation with people’s care and support when they first moved to the home. They had also been asked about people's preferences, likes and dislikes.
