During a routine inspection

Care and support was provided to people in their own home. People we spoke with were satisfied and positive about the care and support they received.

We spoke with a relative of a person who used the service and they said, "We have had a very good service from Adult Social Care.'

Records we saw confirmed Leeds Adult Social Care had effective recruitment and selection policies in place to ensure staff members were of good character and had the required skills to perform their work.

We saw people had been involved in making decisions about the care and support they received. People had been asked to sign records to consent to the care and support planned.

People were cared for, or supported by, suitably qualified, skilled and experienced staff. We observed staff supporting people who used the service and saw good care being provided. Staff knew the people they were supporting very well. People who used the service seemed comfortable with the members of staff who were supporting them. Staff told us people received very good care and support.

The provider had an effective system to identify, monitor and manage risks to people who used or worked in the service.

During a routine inspection

The service cared for and supported people with a wide range of complex needs. Some people were not able to verbally tell us their experiences. We therefore used a number of different methods to help us understand the experiences of people who used the service, including observing the care being delivered, talking with staff and looking at records in their homes.

Those people who were able to said they were pleased with the service they had received and complimented all the staff that cared for them. One person said, 'All the staff are nice.'

The two homes visited had a lively atmosphere people were excited after returning from their fulfilling lives service. Those who were not able to speak demonstrated positive behaviours of smiling and communicating freely with staff.

Staff said they were confident that the management of the home would deal with safeguarding issues or concerns appropriately and systems were in place to make sure people were safe.
