During a routine inspection

We carried out this inspection to follow-up on concerns identified during our previous inspections on 19 July 2013 and 18 September 2013 in relation to the dignity of care of people using the service, their care and welfare and the suitability of premises. We carried out observations using the Short Observational Framework for Inspection (SOFI) and observed positive interactions between staff and people using the service.

Risk assessments and care plans were up to date. Care plans were detailed and person centred. People were cared for in safe, accessible surroundings.

During an inspection looking at part of the service

We carried out this inspection to follow-up on concerns identified during our previous inspection in relation to the dignity of care of people using the service, their care and welfare and the suitability of premises. We carried out observations using the Short Observational Framework for Inspection (SOFI) and observed positive interactions between staff and people using the service. We looked at the results of the provider's most recent survey. This showed that people were generally satisfied with the care and treatment they had received and were happy living in their accommodation. However, the dignity of care of people using the service was not always maintained.

All people's risk assessments and care plans were up to date. Care plans were detailed and person centred. There were suitable emergency and incident reporting procedures in place. However, the home was not always able to maintain the welfare of people using the service.

People were cared for in safe, accessible surroundings. However, some areas of the home were in a state of disrepair and this did not always promote people's wellbeing.

There was a complaints policy in place and people were given information and assistance in making a complaint.

During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service, because the people using the service had complex needs which meant they were not able to tell us their experiences. We looked at the annual quality assurance questionnaires returned to the service from family members. All were positive about the care and support provided. One comment was "my daughter is very happy living at Oxberry Avenue."

During a routine inspection

We spent time with all five people living at the home, observing their daily living and interaction with staff. All of the people living at Oxberry Avenue cannot communicate verbally, they and use sign language and other communication methods.

Four of the people living at the home indicated through sign language that they were happy living at Oxberry Avenue.
