During a routine inspection

We saw that care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare, and to accord with their wishes. People were able to give, or withhold, their consent regarding care or treatment and their wishes were recorded in clear and up to date care plans. Carers had good relationships with the people using the service and were friendly and respectful towards them.

Staff were supported to deliver care and treatment safely and to an appropriate standard. They received the training they needed to carry out their duties and there were opportunities for them to further increase their knowledge, skills and qualifications.

People were protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were maintained. These records were securely stored to protect people's privacy.

At the time of our inspection there were 15 people using the service.

During an inspection looking at part of the service

We spoke with two of the people living in Shaftesbury Court Residential Home. They told us that they liked living there and that since our last visit to the service on 13 October 2012 the level of staffing had improved.

During that visit people had told us that there were not always enough staff on duty and that this affected their lives. One person said, in October, that, 'Sometimes I have to stay in bed until lunchtime before staff are able to get me up.' On this occasion they told us, 'Things are a lot better now.'

We saw that the provider had recruited more staff since our last inspection and the staff we spoke with said that shifts were only short of staff if people phoned in sick shortly before the shift was going to start and they could not get anyone to cover it.

During a routine inspection

We talked with four of the people living in Shaftesbury Court Residential Home. They told us that they liked living there, that the care staff showed them respect and worked hard to look after them. They also told us that they were comfortable in the service. One person told us that, 'I like my room, it has everything I need, and I can come in here when I want to play my video games.'

All of the people we talked with told us that sometimes there were not enough staff on duty and that this affected their lives.

They said that not all the shifts were covered when people were on annual leave or if someone went sick. One person told us that, 'Sometimes I have to stay in bed until lunchtime before staff are able to get me up.' Another person said that, 'It is dangerous for me and the staff, they have to run about and get very tired.' Someone else asked, 'What would happen to me if something went wrong and there were not enough staff to help me?'
