During a routine inspection

The staff and management had made excellent use of the space provided by an aging 1960's concrete building. They had created a warm, friendly and safe environment where people enjoyed each other's company in one of the many discreet and cosy lounges or outside terraces.

People, and their visitors, felt comfortable and "at home" at the home.

The management put great empathies on the importance of each individual's choice and independence. This was summed up by one person who we met, in a quote that was on a wall display in the reception:-

"For me dignity at Burrow House is about the attitude of staff, nothings too much trouble and if they haven't got it they'll get it for you. They will always make sure that you are comfortable."

During a routine inspection

We carried out this unannounced inspection over two days, speaking with 14 people who live at the home, five staff, one volunteer and the deputy manager manager. We also spoke with one social care professional. We spent time observing how care and support was delivered and had lunch with people. We also looked at some key records, these included care plans, staff training records, risk assessments and minutes of meetings. This helped us to make a judgement about how well the home was being run.

We found that people's care was being well planned. People were involved in making decisions about their care and treatment. People we spoke with said that they were happy with their care and support. Comments included 'I feel so well cared for, staff treat us very well here.' 'I came here for a break, the staff have been marvellous, nothing could improve what's offered here.'

We saw that staff had training and support to do their job. Staff were able to demonstrate that they understood the needs of people they cared for and how they should be supported safely.

People we spoke with said they were confident that any concerns they had, would be dealt with. There was a robust system in place of handling and resolving any concerns or complaints.

During an inspection in response to concerns

We carried out this review in response to concerning information. This focused on key themes, which highlighted that the home may not:

' Obtain enough detailed information about people before they move into the home so that all their needs are known and are then met.

' Ensure people receive the right care and support to minimise the risk of pressure damage or dehydration.

' Have experienced and skilled care workers in sufficient numbers to meet the needs of people.

We carried out a responsive review with an inspection to Burrow House on 9th December 2011. Because of the concerns we looked the key outcomes 1, 4, 7, 13 and 16. The purpose of this review was to check the service's compliance in with these key outcome groups for people currently living in the home.

We looked at the records of four people in detail, and where possible we spoke to the individual and/or their carer. We observed other people being attended to whilst we were visiting. We also spoke to four visitors about their relation's experience of care and support at Burrow House.

People we spoke to said that their needs were being met, with comments like 'You couldn't find a better place, it's all excellent' and this is a 'beautiful home'. Care workers were described as 'kind' and 'very caring'.

Families of people living in the home said that they feel very involved and 'always made welcome'. They also said that the care workers 'are so nice and have so much patience with people' and 'It's always lovely no matter what time we come'.

Overall, we found that Burrow House is a well run home that is constantly improving the quality of service that people
