We were not able to speak with people using the service because staff were being provided to work in other regulated services, such as care homes or hospitals.Staff we spoke with were able to describe what action they would take if a person no longer had capacity to provide agreement to their care. The provider was in the process of reviewing their consent policy to ensure that it was effective.
Our tour of the premises showed us that electrical portable and transportable (PAT) equipment testing had been completed. Reviews of records demonstrated to us that the building risk assessments, health and safety checks had not been completed as required by the provider's own policies. We could not be sure that visitors and staff would be safe in the Jark Healthcare - Peterborough offices.
Disclosure and Barring Service (DBS) clearance checks had been completed for all staff who worked for the service. However, three out of seven staff recruitment files we looked at evidenced to us that effective recruitment checks had not always been reliably completed before staff started work for the provider.
The provider sought the views of other healthcare professionals where Jark Healthcare Peterborough staff worked. The provider had systems in place to monitor the quality of the care provided by its staff. Records of audits we viewed demonstrated that the provider took appropriate action where accidents or incidents had occurred.
