During an inspection looking at part of the service

Since our previous inspection of 31 October 2013 the provider had made changes and improvements to the way it conducted and completed appropriate safety checks and audits. This included, but was not limited to, building safety risk assessments, fire alarm tests and fire escape practices. Staff and visitors to Jark Healthcare - Peterborough were assured that the premises were safely maintained.

The provider had also introduced a robust system to ensure that staff were only employed after their good character had been established. Checks were also completed to ensure that satisfactory evidence of staff's conduct in previous employment had been reliably established. Audits completed by the provider demonstrated that this system was effective.

During a routine inspection

We were not able to speak with people using the service because staff were being provided to work in other regulated services, such as care homes or hospitals.

Staff we spoke with were able to describe what action they would take if a person no longer had capacity to provide agreement to their care. The provider was in the process of reviewing their consent policy to ensure that it was effective.

Our tour of the premises showed us that electrical portable and transportable (PAT) equipment testing had been completed. Reviews of records demonstrated to us that the building risk assessments, health and safety checks had not been completed as required by the provider's own policies. We could not be sure that visitors and staff would be safe in the Jark Healthcare - Peterborough offices.

Disclosure and Barring Service (DBS) clearance checks had been completed for all staff who worked for the service. However, three out of seven staff recruitment files we looked at evidenced to us that effective recruitment checks had not always been reliably completed before staff started work for the provider.

The provider sought the views of other healthcare professionals where Jark Healthcare Peterborough staff worked. The provider had systems in place to monitor the quality of the care provided by its staff. Records of audits we viewed demonstrated that the provider took appropriate action where accidents or incidents had occurred.

During a routine inspection

We were not able to speak with people using the service because the majority of staff were being provided to work into other regulated services, such as care homes or nursing homes. We did speak with four managers of services which used the services of Jark Healthcare ' Peterborough. We also spoke with three members of staff.
