During a routine inspection

We spoke with four people using the service, ten visitors, five staff, the manager, the provider, a work experience student and an external trainer.

People we asked said they were being cared for. Relatives expressed their satisfaction with the care being provided and the positive attitude of the staff. One person confirmed they got up and went to bed when they wanted to. Another person said of the staff 'they are very good'. Comments from relatives included, 'I'm very happy with the atmosphere and feeling here', 'the kindness is absolutely amazing' and 'I can't fault the care (my relative) gets here'.

People and relatives confirmed the food provision was good and choices were available. Information regarding people's likes and dislikes was available and people were provided with meals that met their individual needs and preferences.

Systems were in place for the upkeep of the building and the maintenance of equipment in use and servicing had been carried out at the required intervals. People and relatives confirmed the home was being staffed appropriately to meet people's needs and staff understood how to meet the needs of each person. Other comments received from relatives included, 'they look after (my relative) well' and 'the staff cope brilliantly.'

During an inspection looking at part of the service

We carried out this inspection to check whether the provider was meeting regulation 21 of The Health and Social Care Act 2008 (Regulated Activities) 2010. On 21 November 2012 we carried out an inspection and found there were recruitment procedures in place to obtain the information required, however these were not always being followed and so the information was not always available to evidence that people were cared for, or supported by, persons of good character who are suitably qualified, skilled and experienced for the work to be performed.

During this inspection we found that the provider had made improvements and was now meeting the relevant regulation.

21 November 2012

During a routine inspection

We spoke with six staff, five people using the service, five visitors and a healthcare professional.

People were assessed before coming to the home and had the opportunity for them or their visitors to view it, to see if the home was somewhere they would like to live. People were included in making decisions about their care and treatment and were able to make choices for themselves, which were respected by staff. Staff listened to what people had to say and cared for them in a courteous and professional manner.

People's care and treatment needs were recorded so that staff knew how to care for them effectively. People said staff were available to care for them and help them when they needed it.

People and their visitors were confident to raise any complaints or concerns and said they were listened to, with action being taken to address them. Staff were clear to report any safeguarding concerns and understood the safeguarding procedures to be followed.

Staff recruitment procedures were in place but a shortfall with obtaining references was identified, which could place people at risk. Systems for monitoring and quality assurance were in place and were being followed. Comments received included, 'everything is good here' and 'I would always recommend the home'.

During an inspection looking at part of the service

People said staff were 'considerate and respectful' towards them. People told us they were involved in making decisions about the care they wanted. Visitors said they were 'very happy' with the care their relatives and friends were receiving, and described the home as 'lovely' and as 'the best home in the district'. One visitor who was also a person's representative said they and their relative had read and discussed the care plan with the staff and had their opinions listened to and their wishes included.

People said they were asked about their care wishes and staff listened to what they said. Representatives said they were involved in meetings with healthcare professionals about the health needs of their relative, where their relative needed support to understand what was being discussed.

People confirmed they were being well cared for. Representatives said they were kept up to date with any changes in their relative's condition. Several people told us how much they had enjoyed the entertainments and activities that had been arranged for the festive season.

People said they liked the food at the home, and if they did not want something, an alternative would always be provided. A relative said 'the food is excellent and nutritionally first class.' We visited people who were eating breakfast and they said they were enjoying it and had enough to eat.

People said their bedrooms were kept clean, and visitors we asked confirmed this. People said staff understood the care they needed and knew how to look after them properly.

During an inspection in response to concerns

People said that they were happy with the care and support they received from their regular care workers. With regards to whether people liked living in the home, one person said, 'It's grand' and another person told us, 'As far as I'm concerned, I'm content'. One person said, 'I'm very happy here'. A third person who stayed in the home for a short period of time said that they enjoyed their stay in the home.

We observed that staff did not always interact appropriately or engage with some people to explain what they were doing when providing care and support to them. People therefore did not always know what staff were doing and what was happening around them.

People liked their rooms and the facilities offered by the home. They thought that the home was clean. They liked the rear garden which provided a pleasant environment for them and visitors to the home.

People told us that staff most of the times attended quickly when they needed them. One person said, 'Yes, if I called, someone would come out'. Another person told us, 'Sometimes there don't seem to be enough when you need them but generally they do come pretty quickly when I ring'. One person mentioned that there was a lot of new staff and that the new staff did not always know how to meet the needs of people according to the way they liked to be cared for.
