During a routine inspection

We visited the office and spoke with the provider and three members of the office staff. We later spoke by telephone with the five people who used the service, six relatives and four staff.

People told us they were able to make their own decisions and choices regarding their day to day care and support. One person said, 'I can be bossy and I certainly make my own decisions'. People confirmed that they had given their consent and been involved in discussions about their care, sometimes with a family member, when the service had first started.

People told us they were satisfied with the service they received and felt that their care and support was personalised to their needs. One person said, 'They are very good, I have no problems'. Another person said, 'I am very pleased with the service I get. They are all very pleasant'. We found that care plans contained information about some of the tasks staff needed to undertake, but lacked detail about people's wishes, preferences and abilities to ensure care and support was delivered to promote their independence. People knew about their care plan or confirmed that staff had talked about the care and support they required. Care was delivered by a small team of care workers to ensure people had continuity. One person said, 'I know most of them and they know my dogs'.

People felt they received safe and coordinated care and support where more than one provider was involved, or as they moved between services.

People said they had been asked for their views and feedback on the service provided. People told us they felt confident any concerns would be addressed. There were systems in place to monitor the quality of the service.

During an inspection looking at part of the service

We did not speak to people who used the service on this occasion. All of the people spoken with on our previous inspection of 18 October 2012 were entirely satisfied with their care and support. People had recently completed surveys and their feedback about the service was positive.

Staff had received further training to ensure they had the necessary skills in order to meet people's needs. Staff felt well supported and received opportunities to discuss any concerns they had.

During a routine inspection

People spoke positively about the staff and felt that they fully supported their care needs. People said that the staff spoke with them in a calm and respectful way and respected their privacy. One said, 'I am most definitely treated with respect, utmost highest, I can't praise them enough'.

People spoken with told us that their care was personalised to their needs. People said their preferred names were always used. One said, 'It's very reliable and the staff are very kind'.

People were aware of their care plan although could not always recall the detail. They confirmed that they and sometimes their family had been involved in discussions about their care, when the service had first started.

People felt that staff had received training and had the necessary skills in order to meet their needs. However we found there were some shortfalls.

People told us that they felt safe when staff visited and if they had any concerns they would speak with a family member or somebody from the office. People were confident any concerns would be addressed. People, who had used the service for sometime, confirmed they had been asked to give feedback on the service provided.
