Our current view of the service

Good

Date of Assessment: 12 May 2025. The service is a residential care home providing support to older people including those living with dementia and nursing needs and can accommodate 22 people. 21 people were being supported at the time of the assessment.

We assessed a total of 33 quality statements from the safe, effective, caring, responsive and well-led key questions. The overall rating is good.

We spoke with people and their relatives, the management team and staff during the assessment. We observed care and support delivered to people throughout the day and reviewed people’s care plans, and a variety of records relating to the safety and running of the service.

The home was bright, airy and well maintained. People had access to a pleasant garden, where they were able to enjoy outside space.

The provider had a positive learning culture and incidents were investigated and learnt from. People were protected and kept safe from the risk of harm and abuse. Although some people’s care records required further detail about the management of risks, we were assured staff were knowledgeable about risks to people.

Although the provider needed to further consider staff deployment during busier times of the day, people were cared for by staff who had the right skills, qualifications and experience.

People received their medicines when they needed them and in a safe way.

People were cared for by a consistent staff team who were knowledgeable about their needs. However, some people's care interventions were not always recorded by staff in adequate detail.

The registered manager was supported in their role by a care manager, who assisted with the day to day running of the home. Audits and governance tools were in place to help ensure the safety and quality of the service. We received positive feedback about the management team from people, their relatives and staff. The provider worked in partnership with relevant external partners and agencies to ensure people had access to the services they required.

This service was registered with us on 14 July 2022, and this is the first inspection. We carried out this inspection to provide the service with an overall rating. We will continue to monitor information we receive about the service, which will help inform when we next inspect.

People's experience of the service

People told us they were happy with the care and support they received at Hilbre House. Relatives confirmed people’s feedback by describing staff as welcoming and caring. Relatives also felt their loved ones were cared for by a consistent staff team and by staff who knew them well.

People told us they had choice about how they wanted to spend their day. People had access to communal lounges, a conservatory and a garden with a view of the sea.

People had access to a range of indoor activities in addition to activities provided by external agencies such as a visiting ‘zoo’ and music singers. However, some relatives did comment they felt there could be more ‘going on’.

During our assessment, we observed staff supporting and caring for people in a safe, dignified and compassionate way. Where support was required, this was provided with dignity and in a way which encouraged people’s independence.

People’s dietary requirements were catered for and people told us they had choice over what they wanted to eat and drink. Food was home cooked on the premises. People told us they enjoyed the food. We observed people being regularly offered a variety of drinks, snacks and ice lollies throughout the day.
