During an assessment under our new approach

Date of inspection: 23 April 2026 to 14 May 2026. Clarity Homecare Coventry is registered to provide domiciliary care services to adults, young adults, children and people with learning disabilities or autism. The service had not previously been assessed or rated, so we completed a comprehensive assessment covering all 5 key questions of safe, effective, caring, responsive and well-led. During the inspection we spoke with people who used the service and their relatives, staff, and the Registered Manager who is also the nominated individual. Their key responsibility is to supervise the management of the regulated activities provided by the organisation. We also sought feedback from external health and social care professionals, and we looked at care plans, medicines records, recruitment files, call analysis and quality assurance records.

Clarity Homecare Coventry provided a consistently good standard of care across all areas assessed. The service demonstrated a strong commitment to delivering safe, effective, person-centred care supported by a positive culture and clear values. Where services support people with a learning disability or autism, we assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found the provider was meeting the principles of Right support, right care, right culture. Staff had received training to ensure they had the skills to support people with a learning disability. Systems were in place to protect people from harm, with staff trained in safeguarding, infection prevention and control, and safe medicines management. There was evidence of effective monitoring systems, including call tracking and regular audits, which helped ensure people received care at the right time and in a safe way.

The provider promoted a culture of learning and continuous improvement. Incidents and concerns were appropriately recorded, investigated and used as opportunities for shared learning. Staff felt confident raising concerns and described an open and supportive management approach. The Registered Manager was visible, approachable and responsive, fostering a positive working environment and strong team culture.

Care delivery was effective and based on thorough assessments of people’s individual needs, preferences and backgrounds. Care plans were detailed, person-centred and regularly reviewed to reflect changes. The service worked collaboratively with healthcare professionals, helping to ensure joined-up care and improved outcomes for people. Staff demonstrated good knowledge of people’s healthcare needs and supported them to maintain independence and wellbeing.

People were treated with kindness, dignity and respect. Feedback from relatives consistently highlighted the caring nature of staff, their communication skills and their ability to build trusting relationships. Staff demonstrated a good understanding of equality, diversity and inclusion, ensuring care was tailored to people’s cultural, religious and communication needs.

The service was responsive to people’s needs, providing flexible care and maintaining continuity through consistent staffing. Systems were in place to gather feedback and respond to concerns promptly. The provider also ensured care was accessible and inclusive, supporting people to access wider health and social care services where required.

Leadership and governance arrangements were generally effective, with systems in place to monitor quality and performance. However, some areas for improvement were identified, including ensuring staff supervision, competency assessments and documentation were consistent and up to date. The provider responded positively to feedback and had already begun to address these areas, demonstrating a proactive approach to improvement.

Overall, the service was well-led, with a strong emphasis on delivering high-quality, person-centred care and achieving positive outcomes for people.
